Position Summary

This Utilities Civil Project Manager role supports Com Ed’s New Business Program by managing customer-driven infrastructure projects from proposal through design, construction coordination, and final closeout. The position serves as the primary point of contact for civil and site-related scope, contractors, municipalities, and internal stakeholders to ensure safe, constructible, and compliant project delivery. Responsibilities include evaluating civil site conditions, reviewing design packages, coordinating field activities, and ensuring alignment with utility standards, permitting requirements, and construction schedules.

Strong civil construction knowledge, stakeholder coordination, and project management skills are essential.

Responsibilities
  • Manage incoming customer requests for civil scope related to new or modified electrical service installations.
  • Act as primary point of contact for civil coordination throughout the project lifecycle.
  • Coordinate with customers, developers, contractors, municipalities, and Com Ed internal teams.
  • Track project milestones, deliverables, and schedules.
  • Maintain accurate and up-to-date project documentation in internal systems.
  • Review civil construction drawings, site plans, grading plans, and utility layouts.
  • Coordinate field walkdowns with engineering, design, and construction teams.
  • Support evaluation of site conditions including access, easements, soil conditions, and constructability constraints.
  • Review civil design elements such as trenching routes, duct bank layouts, pole locations, and restoration requirements.
  • Identify site impacts and coordination needs with municipalities and other utilities.
  • Coordinate permitting requirements, including municipal approvals and right-of-way access.
  • Ensure all pre-construction requirements are met prior to mobilization.
  • Schedule and coordinate construction activities with field leadership and contractors.
  • Support coordination of utility locates and site preparation activities.
  • Track material readiness and construction sequencing as needed.
  • Ensure civil work complies with Com Ed standards, municipal requirements, and applicable codes.
  • Track project status, and schedule impacts throughout execution.
  • Coordinate inspection scheduling with municipalities and field inspectors.
  • Maintain documentation supporting compliance, permits, and approvals.
  • Coordinate final inspections and field verification of completed civil scope.
  • Ensure all civil deliverables are completed, documented, and approved.
  • Support final project closeout and turnover to appropriate Com Ed teams.
Qualifications
  • Experience in civil construction, utility infrastructure, engineering coordination, or project management (preferred).
  • Strong understanding of site development, construction coordination, and stakeholder communication.
  • Familiarity with electric utility infrastructure projects (preferred).
  • Experience working with contractors, municipalities, inspectors, and field crews.
  • Strong organizational, documentation, and scheduling skills.
  • Ability to manage multiple concurrent projects and competing deadlines.
  • Customer-facing communication and coordination experience.
  • Bachelor’s degree or higher preferred (Construction Management, Civil Engineering, or related field).
