We are seeking a detail-oriented and proactive Procurement Specialist - Bids & Proposals to support our Procurement Manager and cross-functional teams in delivering competitive, compliant, and timely bid and proposal solutions. This role plays a critical part in supplier engagement, cost negotiation, data accuracy, and supply chain risk mitigation across bid and program activities.

The Sourcing Bid Specialist leads Sechan's Material Bid process to optimize Business Development efforts by aligning customer requirements with our supply base, procurement team, and other key stakeholders to support company growth and strategic objectives.

Responsibilities
  • Support the Procurement Manager to meet internal and external customer requirements.
  • Works independently to source material in support of bid and proposal activities, with a focus on attaining best market price and delivery.
  • Perform daily data scrub by reviewing and updating supplier/Procurement Agent entries in Quote Win portal for accuracy.
  • Engage Engineering and Configuration Management team for review of any discrepancies on BID BOM, alternate parts quoted and/or obsolescence alternatives.
  • Review of IHS reports for accuracy and application on bids.
  • Engage new suppliers to meet customer RFP requirements including:
    Conducting market research to identify new suppliers and supplier bid onboarding activities.
  • Assist Procurement team with ASL maintenance by reviewing report received from QA for records that will be expiring and reaching out to Procurement Agents to start renewal process.
  • Identify and mitigate bid and proposal supply chain risks.
  • Negotiate prices to meet bid and program targets, as required.
  • Maintain a repository of past bid quotes and documentation for future use.
  • Develop and maintain bid templates for RFQ and internal communications.
  • Support organization with experience in training, mentoring, and project management.
  • Perform other duties as assigned to drive the vision, fulfill the mission, and abide by the values of this organization.
Skills & Abilities
  • Strong numerical and analytic reasoning capability
  • Ability to interpret detailed technical drawings.
  • Well-developed written and oral communications skills
  • Good interpersonal skills with the ability to interface with all levels of the organization
  • Proficient in MS Excel and Word, ERP systems, and databases
Qualifications
  • BS/BA in Business, Supply Chain Management, or equivalent relevant experience
  • Minimum of 5 to 7 years of work experience, preferably in procurement of electronic or mechanical components
  • Military and/or Aerospace procurement experience is preferred
  • Knowledge of US Government acquisition laws and regulations (FAR, DFAR, ITAR, etc.)
  • Project management experience with critical path methodology preferred
  • Ability to obtain and maintain a DoD Security Clearance
Work Environment
  • Office Environment:
    Requires physical capability to work in an office environment including sit/stand up to 9 hours a day and use basic office tools such as a computer, copier/printer, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • Hours:

    1st Shift; with additional hours as needed to meet demand. Occasional off-shift hours may also be required to provide support to operations.
  • 9/80 work schedule.
  • Occasional travel may be required, Valid Drivers License required.
  • Office located in Lititz, PA, with occasional visited to Lancaster facility.
