Relay and Protection Field Supervisor

The Sr. Relay and Protection Field Supervisor will report to the Utility Construction Manager and will be engaged in projects during the construction phase of capital construction projects for substations and transmission lines through final commissioning and closeout phases. The role involves a broad range of activities throughout the project life cycle, from initiation to final commissioning and closeout.

Job Duties and Responsibilities
  • Participate as a member of project teams to assist in the development of project scope, cost estimates, and schedules.
  • Participate on site field/scope visits.
  • Ensure all relay protection & control, SCADA (RTU) & communication systems are installed and commissioned safely and efficiently.
  • Assist in developing schedules, detailed construction plans, and identifying outage requirements for new facilities.
  • Assist in developing construction contract bid packages; review responses and participate in vendor selection, and attend pre‑bid meetings with contractors.
  • Participate in design constructability reviews and develop detailed construction plans that include a list of outages, exact work dates, and resource requirements.
  • Ensure contractors comply with utility‑mandated safety training.
  • Coordinate with survey and soil boring crews as needed.
  • Obtain necessary permits from ROW and environmental groups before construction begins.
  • Attend contractor pre‑construction/safety kickoff meetings and outline expectations.
  • Monitor contractor compliance with material inventory and safety protocols; review tailboard conferences, JSA development, hazard analyses, and incident reporting.
  • Monitor and report theft or illegal activity and ensure contractor activities do not compromise system reliability.
  • Ensure contractor quality meets expectations and that work remains maintainable by grid operations.
  • Coordinate with environmental contractors on oil sampling, removal of devices, spill clean‑up, and storm‑water management.
  • Maintain the substation work management project plan (SWMPP) and spill prevention controls & countermeasures (SPCC) as designed.
  • Identify and address safety hazards and environmental concerns.
  • Monitor construction schedule, cost, and perform quality assurance checks.
  • Ensure SWMS/Asset Data forms and photos are completed for all equipment installed or removed.
  • Manage material return and salvage processes and follow investment recovery procedures.
Safety and Environmental Oversight
  • Ensure safety of all personnel and the public.
  • Proactively identify and mitigate hazards.
  • Assist in crew JSA and tailboards.
  • Discuss daily work activities and material issues.
  • Act as an environmental steward and ensure permit compliance.
Collaboration with Engineers
  • Provide input to scope, estimate, and schedule discussions.
  • Coordinate material deliveries and landowner access.
  • Perform QA/QC activities on all project phases.
  • Log construction progress and maintain field notes.
Qualifications (Knowledge,

Skills and Abilities

)

• High School Diploma or equivalent.

• Ten (10) or more years of experience in electric utility transmission & distribution.

• Knowledge of OSHA regulations and ability to interpret and apply them to guide construction crews and management.

Working Conditions

Work is primarily conducted at project construction sites within the utility service area and may require travel to other service areas. Employees must be able to wear required safety equipment, tolerate climate variations, and work at multiple sites in a single day.

Physical Requirements

• Lift and carry up to 20 pounds.

• Clear speech and hearing, or other communication capabilities.

• Ability to sit for prolonged periods.

• Adequate vision or observation skills.

• Manual dexterity for routine office tasks.

• Personal mobility and reflexes to perform office duties and travel when necessary.
