POSITION OVERVIEW
The Supervisor, Project Engineering for Collection System primary responsibilities include the administration, management and oversight of capital improvement involving any aspect of the collection system. The Supervisor, Project Engineering for Collection System contracts with outside consultants for the investigation, design, construction, and project performance phases for projects geared to updating and/or improving the collection system.
PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS) Preliminary Phase- Conducts General Ledger Engineering Study (GLES) as related to the design of various engineering projects.
- Conducts field visits on all GLES work orders to help determine rehab method of sewer assets.
- Reviews CCTV videos to help determine rehab method of sewer assets.
- Generate pipe burst and CIPP work orders.
- Generate/Expire root preventative maintenance work orders.
- Maintains database for bid/construction costs.
- Provides construction cost estimates where directed.
- Attends/conducts pre-bid conferences.
- Assists in preparing annual capital budget.
- Aids in project development where directed.
- Ensure all funding requirements are followed.
- Prepares/reviews the specifications for engineering projects undertaken as “in-house” or contracted projects.
- Attends/conducts pre-construction conferences.
- Develop scope and contract for work using internal procurement procedures.
- Provides construction management oversight for capital improvement projects.
- Serves as formal contact between consultant/contractor and LRWRA, i.e. root control, pipe burst, and CIPP contracts.
- Maintains construction document files.
- Ensure all funding requirements are followed.
- Prepares quarterly MBE/WBE Reports, payroll verification (as required).
- Interprets contract documents, specifications, drawings.
- Attends monthly inspections (as required).
- Reviews material submittals for conformance with contract documents.
- Keeps or reviews inspector’s daily logs.
- Prepares monthly reports of construction progress and pay requests.
- Reviews/prepares contract change order requests.
- Issues construction field orders.
- Enters monthly information into work order management system (pay estimates, invoices).
- Creates and monitors project schedule (through project software or spreadsheet).
- Monitors construction cost variances (through project software or spreadsheet).
- Prepares permits required for construction, including storm water pollution prevention, AHTD permits, and street cuts.
- Responds to customer inquiries.
- Researches for contract dispute resolutions and makes recommendations.
- Researches for incident investigations.
- Coordinates equipment startup/training for utility personnel.
- Closes out paperwork including pay estimates, as-builts, etc.
- Conducts and prepares project close-out documentation.
- Assists design team in such areas as initiation of project performance phase, data collection for evaluation, midyear and final report preparation, and project certification.
- Documents activities.
- Keeps all project documentation accessible and organized.
- Ability to assist with facility related projects in the same capacity as collection system projects.
- Performs other duties as assigned.
- Follows established work procedures and practices.
- Follows safety practices and guidelines.
- Undertakes any reasonable request within capabilities that is for the good of the community and the utility.
- Position requires driving 55% or more of the time.

Required
- Bachelor of Science Degree in engineering or related field.
- Currently holds or has ability to obtain Engineer Intern (EI) license. Working knowledge of civil engineering principles, practices, methods as applicable to a municipal setting.
- Knowledge in the use of computers using Windows based word-processing, spreadsheet, and database application software.
- Skill in operating applicable software programs (i.e.Arc Map, EAM, AutoCAD).
