Role description

Arcadis is seeking an experienced Principal Environmental Planning Project Manager to join our Gulf Coast team and lead environmental planning, permitting, siting, and project management efforts across Texas, the Gulf Coast, and surrounding regions. This position will focus on delivering high-quality environmental consulting services across sectors including linear utilities, oil and gas, data centers, carbon capture and utilization/storage (CCUS), power generation, and renewable energies.

In this leadership role, you will be responsible for driving growth through client development, managing client relationships, and overseeing project delivery. You will work collaboratively with interdisciplinary teams, including biologists, engineers, archaeologists, planners, and technical specialists, to successfully execute environmental projects and develop innovative solutions for clients. This role requires a seasoned professional with deep industry connections, knowledge, strong business acumen, and the ability to lead cross‑functional teams.

As a Principal Environmental Planning Project Manager, you will be responsible for managing complex environmental projects across sectors such as energy, data centers, CCUS, and renewable energy with a focus on environmental permitting and planning, regulatory compliance and sustainability goals, while driving innovation in methodologies and project delivery. You will develop permitting strategies and manage regulatory processes to ensure successful project outcomes.

You must have expertise with the Clean Water Act (CWA), Endangered Species Act (ESA), National Environmental Policy Act (NEPA), and other state and federal laws, and have demonstrated experience coordinating with regulatory agencies, including the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and Public Utilities Commission of Texas (PUCT). Additionally, you must have demonstrated experience with the oversight and preparation of technical environmental documents, including permit applications, NEPA reports, routing and siting studies, and Certificates of Convenience and Necessity (CCN) filings for the PUCT.

Additionally, you will provide senior‑level QA/QC for client deliverables, regulatory filings, and consultation strategies to ensure compliance and accuracy. You will manage interdisciplinary project teams, foster collaboration and ensure delivery of high‑quality work products within schedule and budget constraints. This includes providing mentorship and guidance to junior staff and technical experts, fostering professional growth, and promoting a culture of collaboration and continuous improvement.

In this role you will also be responsible for building and maintaining client relationships, leveraging existing networks to identify new opportunities and lead pursuits, including proposal development, scope preparation, and cost estimation. You will participate in industry networking events and market‑facing activities to enhance Arcadis’ presence and identify new business opportunities.

This role requires frequent client engagement with an emphasis on building and maintaining strong relationships through regular in‑person meetings in the Houston area. It requires achieving an initial sales target of approximately $500,000+ in the first year, with expectations for growth and increased goals each subsequent year.

Qualifications & Experience
  • Bachelor’s degree in environmental science, biology, ecology, urban planning, engineering, or similar discipline
  • 10+ years of experience managing environmental planning, permitting, siting, and/or energy projects in Texas and the Gulf Region
