Job Summary

The Revenue Division Supervisor/Expert is a classification within the Arkansas Department of Finance and Administration, responsible for supervising complex tax, licensing, or revenue‑related operations and providing subject matter expertise in state revenue law and policy. This role ensures compliance, provides oversight to operational units, and offers technical guidance to agency leadership and staff.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non‑supervisory roles will serve as senior technical experts. Supervise the day‑to‑day activities of a unit or functional area within the Revenue Division, such as auditing, taxpayer assistance, collections, registration, or policy enforcement.

Interpret and apply complex federal and Arkansas tax laws, regulations, and administrative rules in day‑to‑day decision‑making and problem resolution.

Provide subject matter expertise to internal staff, external stakeholders, legal teams, and agency leadership regarding revenue program operations and statutory compliance.

Monitor unit performance, develop and implement process improvements, and ensure timely and accurate completion of work.

Review and approve tax assessments, adjustments, audit findings, or regulatory decisions within delegated authority.

Respond to escalated inquiries and resolve disputes or technical issues related to taxpayer accounts, licensing, collections, or audit findings.

Maintain accurate records, generate performance and financial reports, and contribute to legislative or policy review processes when requested.

Ensure adherence to confidentiality, ethical standards, and all applicable federal and state financial control guidelines.

Knowledge and Skills

In‑depth knowledge of Arkansas tax codes, licensing procedures, and revenue collection processes.

Ability to interpret and apply complex statutes and policies consistently and accurately.

Strong judgment and decision‑making skills, especially in resolving compliance issues or procedural discrepancies.

Capable of analyzing large datasets and financial documents to identify trends, errors, or risk factors.

Excellent written and verbal communication skills; able to clearly explain technical tax issues to the public and staff.

Minimum Qualifications

A bachelor’s degree in accounting, finance, business administration, public administration, economics, or a related field, plus five (5) years of experience in revenue operations, tax administration, auditing, or compliance are required.

Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series.

Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
