Position specifics:
This position is responsible for the strategic oversight and daily management of the state individual income tax program. This classification ensures compliance with arkansas tax laws, manages personnel resources, and drives efficiency and service delivery across arkansas state tax administration. Primary responsibilities include: direct the daily operations of a revenue unit or program area, ensuring consistent compliance with state laws and departmental policies.
Develop, implement, and monitor internal processes to improve operational efficiency, data accuracy, audit compliance and fraud prevention. Supervise, mentor, and evaluate staff, including auditors, the tax audit supervisor, revenue supervisors, and revenue coordinators. Oversee the collection, reconciliation, and reporting of revenues and fees processed through the unit. Analyze complex financial data and program performance metrics to support decision-making and resource allocation.
Resolve high-level taxpayer issues, audit findings, or procedural discrepancies involving multiple stakeholders. Participate in the development of new policies, legislation, or administrative rules related to taxation or revenue collections. Ensure that all operations uphold confidentiality, transparency, and ethical handling of public funds and records.
Preferred qualifications:
Provides clear vision, direction, and structure to teams; fosters accountability and continuous improvement. Demonstrates deep understanding of state revenue systems, tax law,accounting principles, and public finance operations. Resolves complex tax, compliance, or personnel issues with data-informed judgment and policy alignment. Communicates clearly and respectfully with staff, taxpayers, and partner agencies; adapts messaging for technical and non-technical audiences. Uses reports, audits, and trend analyses to monitor unit performance and identify operational improvements.
High proficiency in microsoft office suite, fast airs gen tax software, and time and record keeping preferred.
Education:
bachelors degree with 12 accounting hours, plus (5) years experience in account, bookkeeping, tax preparation, cash handling, data entry, or administrative support.

Job summary
The revenue division supervisor/expert is a classification within the arkansas department of finance and administration, responsible for supervising complex tax, licensing, or revenue-related operations and providing subject matter expertise in state revenue law and policy. This role ensures compliance, provides oversight to operational units, and offers technical guidance to agency leadership and staff.
Primary responsibilities
The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Supervise the day-to-day activities of a unit or functional area within the revenue division, such as auditing, taxpayer assistance, collections, registration, or policy enforcement. Interpret and apply complex federal and arkansas tax laws, regulations, and administrative rules in day-to-day decision-making and problem resolution.
Provide subject matter expertise to internal staff, external stakeholders, legal teams, and agency leadership regarding revenue program operations and statutory compliance. Monitor unit performance, develop and implement process improvements, and ensure timely and accurate completion of work. Review and approve tax assessments, adjustments, audit findings, or regulatory decisions within delegated authority. Respond to escalated inquiries and resolve disputes or technical issues related to taxpayer accounts, licensing, collections, or audit findings.
Maintain accurate records, generate performance and financial reports, and contribute to legislative or policy review processes when requested. Ensure adherence to confidentiality, ethical standards, and all applicable federal and state financial control guidelines.
Knowledge and skills
In-depth knowledge of arkansas tax codes, licensing procedures, and revenue collection processes. Ability to interpret and apply complex statutes and policies consistently and accurately. Strong judgment and decision-making skills, especially in resolving compliance issues or procedural discrepancies.
