GENERAL DESCRIPTION OF JOB

Leads the Community Resources Department's centralized grant compliance and governance functions by developing and maintaining frameworks, tools, and training that ensure adherence to federal, state, and local grant requirements across all divisions.

DUTIES
  • Develops and maintains departmental frameworks, policies, and tools for grant management, compliance, and documentation aligned with federal, state and local standards.
  • Leads centralization of subrecipient management and monitoring processes, establishing governance standards, schedules, and alignment with funding agency requirements.
  • Coordinates departmental risk and maturity assessments
    , tracking results and supporting continuous improvement in grant administration.
  • Prepares and submits required federal subaward reporting (FFATA) and maintains supporting documentation to ensure transparency and accountability.
  • Verifies completion and timely submission of required grant deliverables, reports, and monitoring activities across programs.
  • Develops and delivers the department's internal grant training program and determines ongoing education requirements for grant-related staff.
  • Supports audit
    readiness by maintaining grant documentation systems, subrecipient files, and process records within approved data management structures.
  • Provides guidance and consultation to departmental divisions on regulatory interpretation, compliance expectations, and process improvements.
  • Develops and maintains the department’s master grant schedule and tracking system to monitor application timelines, reporting deadlines, and monitoring activities, ensuring consistent adherence to funding agency and County requirements.
REQUIREMENTS

Skills, Abilities and

Competencies:

  • Strong knowledge of federal grant regulations and subrecipient management under 2 CFR Part 200.
  • Ability to design and implement compliance frameworks and training programs.
  • Analytical and organizational skills to manage complex grants and reporting timelines.
  • Effective written and verbal communication across technical and non-technical audiences.
  • Proficiency in data tracking, documentation systems, and collaboration tools.

Education and Experience:

  • Bachelor's degree in public administration, business, finance, or a related field.
  • Five (5) years of professional experience in grants management, compliance, or financial administration.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Preferred

Education and Experience:

  • Experience in subrecipient monitoring, government grant administration, and federal reporting systems

  • Must successfully pass pre-employment testing which includes a background check.
