Position Summary

The Senior Management Analyst/Business Analyst will provide expert-level data governance analysis services to assist the NPS data governance team in the formation and execution of data governance framework, policy, and standards. This position leads the development and implementation of an enterprise data governance and data management program for the National Park Service's decentralized organizational structure. The analyst will work directly with the NPS Data Governance Steering Committee and serve as the primary data governance support office team member, requiring advanced facilitation skills and the ability to drive complex issues to closure across multiple organizational levels.

Duties

May Include:

Lead development and implementation of enterprise data governance framework, policies, and standards

Create and maintain common data dictionaries and data inventory tools for NPS

Support development and implementation of data and metadata standards to ensure proper data asset documentation

Facilitate workshops and meetings with multiple stakeholders to drive information discovery

Assist with data monitoring and provide organizational management guidance on streamlining data management

Support NPS Data Governance Steering Committee chartered under the Information Management Council

Lead NPS Data Strategy development and implementation activities

Coordinate NPS Public Access Plan and related implementation activities

Develop key performance indicators and supply organizational management with performance results

Ensure controls are in place over applications and workflows to maintain data integrity

Coordinate resolution of data integrity gaps by working with business owners and IT staff

Create detailed formal documents including meeting minutes for cross-functional committees

Develop policies and documents on data strategy, data stewardship, data governance, and data management maturity

Support communication activities and annual workplan development for NPS Data Management website

Identify and prioritize governance work tasks and propose new procedures

Requirements

Required Qualifications:

Bachelor's degree in Business Administration, Information Systems, or related field

Minimum 5 years of direct experience working with enterprise data governance teams

Proven experience developing data governance processes and procedures

Strong understanding of databases, data structures, and modern data architectures

Advanced analytical and time management skills with attention to detail

Excellent written and verbal communication skills with ability to articulate complex topics clearly

Intermediate facilitation skills with ability to drive issues to closure

Experience partnering within collaborative, national, matrixed team environments

Active NAC or NACI security clearance eligibility

Desired

Qualifications:

Advanced degree in Business Administration, Information Management, or related field

Certification in data governance or data management (CDMP, DGSP)

Experience with DAMA International Data Management Body of Knowledge (DMBOK)

Knowledge of federal data governance requirements and compliance

Experience with enterprise data cataloging and metadata management tools

Understanding of data quality frameworks and data stewardship principles

Experience with Microsoft Azure, SQL Server, and enterprise data platforms

Project management experience in data governance initiatives
