Safety and Emergency Preparedness Coordinator
Job DescriptionUnder general direction, develops, monitors, conducts, and administers safety and in compliance with federal, state and local safety, health and environmental regulations; performs professional administrative and technical duties concerning employee training, either personally or with assistance from training consultants; develops and delivers a variety of safety trainings; develops course materials for specialized technical and safety training, coordinates staff training efforts; and, performs other related duties as assigned.
This is a journey-level classification where incumbents perform complex, technical administrative work in support of safety and emergency preparedness efforts. Incumbents must use technical, highly specialized knowledge in federal, state, and local laws, procedures, ordinances, and other regulatory information on safety and emergency preparedness. Incumbents research issues, analyze, and prepare written and verbal reports, and provide day-to-day program/project support.
Receives administrative direction and supervision from the Public Works Director or designee. May exercise direct supervision over assigned technical, clerical, or temporary employees.
Job Related and Essential QualificationsDemonstrated knowledge of occupational hazards and standard safety procedures; pertinent federal, state, and local laws, regulations, policies, specifications, and standards governing industrial safety, loss prevention, environmental compliance, disaster response, emergency preparedness, and accident prevention for both field and office environments. Rules and regulations about the handling, storage, and disposal of hazardous and toxic materials; principles and practices of assessment, inspections, and investigations as related to job responsibilities;
data collection methods; general functions and objectives of municipal government; program monitoring and evaluation methods; principles, practices, procedures, terminology, methodology, research techniques, laws, rules, and regulations about the program area to which assigned; community referral services and agencies; basic accounting techniques; contractual agreements of the assigned area; modern office practices and procedures; proper English usage, spelling, grammar, punctuation and demonstrated proficiency;
effective communication techniques; business letter writing formats; records maintenance, alphabetic and numeric filing systems; operation of modern office equipment; and personal computer operating systems and software applications.
Demonstrated skills to interpret rules and regulations; track assorted details and keep a variety of projects moving forward simultaneously; collect and organize data; operate a computer; analyze problems and develop solutions using initiative, tact, and good judgment; work independently and in a team; meet deadlines; remain flexible and adapt to changing conditions; handle a variety of projects/tasks simultaneously; ensure that service is positive, prompt, and accurate and follow-up is timely;
work with individuals of varied ethnic, social, and economic backgrounds; respond to customer needs in a professional, creative, and courteous manner; organize and effectively manage office functions; effectively communicate, both verbally and in writing; read maps and plans; operate modern office equipment; maintain an accurate up-to-date filing system; relate effectively with those contacted in the course of work; work with minimal supervision;
research and organize information from various sources for report writing and/or problem solving; develop solutions within established guidelines, use initiative, tact, and good judgment to solve problems; be flexible and adapt to changing conditions; utilize personal computers and computer software to perform word processing, spreadsheet, and specialized functions; and exemplify an enthusiastic, resourceful, and effective service attitude with the public, co-workers, and others.
Ability to learn, interpret, and apply City, division, and Department rules, regulations, ordinances, policies, and practices; communicate clearly in writing and orally; and effectively apply the required knowledge and skills in the daily performance of assigned duties.

Experience:
Three years of progressively responsible experience involving safety program regulatory compliance monitoring, research, report writing, staff training, and policy development.
Education:
Equivalent to a bachelor's degree from an accredited college or university with major coursework in occupational health and safety, industrial safety, environmental safety, construction technology, business administration, public administration, or a related…
