Job Description

The Project Manager / General Superintendent is responsible for the successful execution of 4–8 civil construction projects from preconstruction through closeout. This role combines field leadership with project management oversight, ensuring projects are delivered safely, on schedule, within budget, and in compliance with all applicable regulations.

This individual will lead Foremen and field teams while also managing project budgets, schedules, subcontractors, and client communication. The role requires a strong understanding of civil construction operations, cost control, and OSHA safety standards, along with the ability to coordinate effectively with internal teams, clients, and public agencies.

Job Duties and Responsibilities Project Management
  • Oversee 4–8 civil construction projects depending on size and phase
  • Manage projects from initiation through closeout, including budgeting, scheduling, and resource allocation
  • Track and manage cost codes, labor hours, and production to ensure projects remain within budget
  • Develop and maintain project schedules; proactively identify and mitigate delays
  • Lead preconstruction meetings with subcontractors and field teams
  • Attend preconstruction job walks and assist in project planning
  • Coordinate with Project Management team on procurement, contracts, and project execution
  • Provide regular project updates to leadership (CEO/CFO/Operations Manager)
Field Leadership / Superintendent Duties
  • Lead Foremen and field crews with clear expectations, accountability, and structure
  • Ensure all work is performed safely, efficiently, and in accordance with company standards
  • Enforce OSHA safety regulations, including trenching, traffic control, and PPE compliance
  • Ensure Foremen conduct weekly safety meetings and adhere to safety protocols
  • Drive quality control and ensure high first‑time inspection pass rates
  • Visit all active job sites regularly to monitor progress, productivity, and compliance
  • Identify and resolve jobsite issues proactively to prevent delays and cost overruns
  • Coordinate manpower, equipment, and material needs across projects
Communication & Coordination
  • Serve as the primary point of contact between field teams and project management
  • Communicate effectively with clients, City/District officials, inspectors, and subcontractors
  • Attend and lead weekly internal meetings to provide project status updates
  • Collect and review weekly Foreman schedules to track progress and labor utilization
  • Manage subcontractor performance to ensure alignment with project schedule and scope
  • Address performance or operational issues with Foremen and crews professionally and effectively
Documentation & Reporting
  • Maintain accurate project documentation including daily reports, budgets, schedules, and change orders
  • Document jobsite issues and provide timely updates to leadership
  • Ensure compliance with all project and regulatory documentation requirements
Other Duties
  • Perform additional responsibilities as assigned
Qualifications and Requirements
  • Minimum 7+ years of civil construction experience, with leadership in both field and project management roles
  • Strong knowledge of underground utilities, grading, and civil flatwork
  • Proven ability to manage multiple projects and lead field teams simultaneously
  • Strong understanding of budgeting, cost control, and scheduling
  • In‑depth knowledge of OSHA safety regulations and best practices
  • Excellent leadership, communication, and organizational skills
  • Ability to resolve complex jobsite and project‑related issues efficiently
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with construction management software is a plus
  • Ability to pass drug test and background investigation
  • Authorized to work in the United States
Certifications (required)
  • OSHA 30‑Hour Construction Certification
  • First Aid & CPR Certification
  • Additional equipment or safety certifications as required
Physical Requirements
  • Frequently lift and/or move up to 50 pounds
  • Ability to travel to and between multiple job sites, including long distances
  • Regularly required to sit, stand, walk, climb, balance, stoop, kneel, crouch, and crawl
  • Use hands to handle tools and controls; reach with hands and arms (including overhead)
  • Required vision includes close, distance, , peripheral, and depth perception
Pay Scale

Years of experience must be directly related to a leadership role within civil construction and verified by previous employers:

  • Step 1 (1–3 years): $95,000
  • Step 2 (3–5 years): $105,000
  • Step 3 (5–7 years): $110,000
  • Step 4 (7–10 years): $120,000
  • Step 5 (11–13 years): $130,000
  • Step 6 (14–17 years): $140,000
  • Step 7 (17+ years): $150,000
