Position: 911 Communications Manager

911 Communications Manager - Full-time Year Round

Job Description: The City of Livingston is seeking a highly motivated individual to perform the role of 911 Communications Manager for the Livingston-Park County (LPC) 911 Dispatch Communication Center. This Manager is directly responsible for the supervision of 911 Communications Supervisors and Communications Officers, the planning and the daily operations of the Livingston Park County 911, including all aspects of a consolidated 911 dispatch center operating in a 24/7 environment.

You will also oversee the management, operation, and maintenance of a simulcast radio system that serves public safety and various City of Livingston and Park County agencies. Must be able to dispatch and may assume limited dispatching duties as necessary. This position reports directly to the Police Chief.

Job Type: Full-time, year-round Rate of Pay: Salary, exempt, pay range $70,000-$85,000 DOE

Schedule: Normally, Monday - Friday daytime – with flexibility as needed to work days, nights, overnights, weekends, holidays, etc. in the event of training, meetings, or emergency

Essential functions, include, but are not limited to the following:
  • Requires a high degree of understanding of department and functional operations and is able to work with considerable initiative
  • Works with senior management to perform work requiring development and implementation of department policies and procedures and establishes precedents within delegated areas of responsibility
  • Ability to implement operational policies both internally and with external partners, with tact and follow through
  • Ability to exercise discretion regarding confidential matters which requires considerable tact, sense of timing, and the ability to engender trust
  • Provides management and oversight of the emergency services operations and develops programs to increase operational efficiency and enhance services provided
  • Supervision of 911 operations staff to include:
    • Selects, trains, motivates, and evaluates assigned personnel
    • Provides and/or coordinates staff training to include formulating employee training plans and developing quality assurance systems to measure outcomes and compliance
    • Works with supervisory staff and employees to correct deficiencies
    • Monitors and adheres to all provisions of the collective bargaining labor contract
  • Serves as the Technical Agency Coordinator (TAC) with the expectations some TAC tasks will be appropriately delegated
  • Coordinates the organization, staffing, and operational activities for the LPC 911, including standardized training and updating SOPs, International Academies of Emergency Dispatch (IAED) protocols, Criminal Justice Information Network (CJIN) and National Crime Information Center (NCIC) compliance, quality assurance, and other administrative programs
  • Maintains the requirements as outlined in Montana Code Annotated (MCA) and Administrative Orders pertaining to the Montana state 9-1-1 Plan, Public Safety Answering Point (PSAP) certification, and 9-1-1 Fund distribution
  • Monitors biannual State of Montana legislative activity related to 911 services and funding
  • Ensures compliance with Federal Communications Commission (FCC) and other regulatory agencies
  • Develops and implements goals, objectives, policies, guidelines, and priorities for LPC 911; identifies resource needs
  • Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff and implements improvements
  • Coordinates services and activities with those of other departments, outside agencies and organizations, and private companies including telephone companies, cellular service vendors, alarm companies, radio and telephone service shops, and vendors that provide contractual services to LPC 911
  • Establishes processes for the administrative management of computer aided dispatch systems, radio dispatch consoles, master street address guides, ANI (automatic number identification) / ALI (automatic location identification) corrections, and all associated databases
  • Troubleshoots equipment malfunctions and failures and coordinates maintenance and repairs of same
  • Responds to and resolves difficult inquiries and complaints
  • Researches emerging trends in technology and provides adept efficient and effective technological resources appropriate to the emergency services environment
  • Develops technical specifications with respect to equipment procurement
