Overview:

The Midstream Pipeline Project Manager is responsible for planning, executing, and delivering pipeline construction projects safely, on time, and within budget. This role oversees project schedules, cost control, subcontractor management, client communication, documentation, and field coordination from start to finish. The PM ensures compliance with all regulatory requirements, engineering specifications, and company standards while maintaining exceptional relationships with clients and team members.

Primary Responsibilities:

  • Develops detailed project plans, schedules, resource allocations, and execution strategies.
  • Schedules work activities, subcontractors, materials, and equipment to align with deadlines.
  • Reviews engineering drawings, alignment sheets, specifications, construction packages, and scope documents.
  • Conducts pre-construction meetings, kickoff sessions, and coordination planning.
  • Develops, manages, and tracks project budgets, cost codes, and forecasts.
  • Monitors daily labor, equipment hours, material usage, and subcontractor costs.
  • Authorizes change orders, negotiates pricing, and ensures cost transparency.
  • Identifies cost savings opportunities and addresses overruns immediately.
  • Serves as the primary point of contact for clients, inspectors, landowners, and regulators.
  • Provides regular project updates, progress reports, and schedule forecasts.
  • Addresses client concerns quickly and professionally to maintain strong relationships.
  • Represents the company in client meetings, progress reviews, and audits.
  • Works closely with the Superintendent and Foremen to support daily field operations.
  • Ensures sufficient manpower, materials, equipment, and subcontractors are available.
  • Assists with resolving field challenges, access issues, ROW problems, and design conflicts.
  • Conducts field visits to monitor safety, quality, and productivity.
  • Ensures the project adheres to all safety policies, client HSE requirements, and OSHA standards.
  • Reviews incident reports, corrective actions, and safety bulletins.
  • Supports Safety Coordinators in maintaining strong safety culture and compliance.
  • Ensures environmental commitments (SWPPP, erosion control, spill prevention) are met.
  • Verifies work complies with project specifications, engineering requirements, and regulatory standards.
  • Oversees weld maps, NDE documentation, coating reports, hydrotest records, and as-builts.
  • Ensures all project documentation is accurate, timely, and organized for turnover.
  • Participates in audits, inspections, and client quality reviews.
  • Selects, evaluates, and oversees subcontractors for specialized tasks (boring, testing, coating, civil, etc.).
  • Ensures subcontractors meet safety, quality, and schedule expectations.
  • Approves invoices, negotiates change orders, and verifies completed work.
  • Builds and maintains project schedules using tools such as Primavera, Microsoft Project, or internal systems.
  • Tracks critical path activities and adjusts plans proactively to avoid delays.
  • Monitors production rates and implements corrective actions when needed.
  • Ensures all permits, one-calls, dig tickets, environmental reports, and landowner permissions are valid.
  • Coordinates with regulatory bodies (PHMSA, DOT, TCEQ, USACE, local jurisdictions).
  • Resolves any ROW access or landowner issues promptly.
  • Oversees completion of hydrotests, tie-ins, pig runs, restoration, and punch-list items.
  • Compiles turnover documentation packages including redlines, as-builts, testing records, and certifications.
  • Conducts project closeout reviews and lessons learned evaluations.

Supervisory Responsibilities:

  • Directs and supervises employees.

Education and/or Experience:

  • High school diploma or equivalent.
  • 5+ years of experience in oil & gas midstream pipeline construction.

Knowledge, Skills, and Abilities:

  • Strong understanding of pipeline installation, HDD/bores, welding, coating, hydrotesting, and ROW restoration.
  • Knowledge of API, ASME, OSHA, DOT/PHMSA regulations, and midstream construction standards.
  • Excellent communication, organization, and leadership abilities.
