CURRENT HOURS AND STARTING TIME:
Full-time (37.5 hours per week) position. The starting time for this position is 8:00 a.m.
Under direction, is responsible for the management and administration of County fiscal policies, procedures and regulations. Provides direction for accounting, budgetary, payroll and financial procedures and requested appropriations. Responsible for the preparation of the Annual Comprehensive Financial Report for the County, as well as the preparation and execution of the annual County budget. Directs related procedures, initiates, studies, and recommends improvements to fiscal policies and controls.
Manages and supervises managerial, professional and support staff.
- Reviews annual budget requests in relation to available resources and oversees the preparation of the County budget recommendations.
- Assists County agencies in the development of annual budget requests, including program functions, statements of goals and objectives, and service efforts and accomplishments.
- Prepares and analyzes detailed salary and fringe benefit forecasts in conjunction with Human Resources for purposes of labor contract costing and budget preparation.
- Manages and supervises the maintenance of financial accounts detailing assets, liabilities, revenues, expenditures, and equity of County funds in accordance with Generally Accepted Accounting Principles (GAAP).
- Performs continuous evaluation and review of budgetary and accounting methods and procedures within the various County agencies to ensure compliance with administrative and legislative requirements.
- Develops, recommends, implements and manages County budgeting, accounting and internal control, policies, procedures and regulations, including but not limited to the County contracting, purchasing and credit card policies.
- Coordinates with and provides direction to other departments in the planning, developing and conducting of program review and management improvement studies to determine program and management effectiveness and efficiency.
- Reviews and analyzes legislation and related documents from State and Federal governments which impact County fiscal procedures and operations.
- Assists the Chief Financial Officer (CFO) with long-range strategic planning and management of the Finance Department.
- Oversees and provides support for the efficient and effective operation of financial functions and financial systems, while maintaining adequate internal controls.
- Assists in the development of the department’s policies, operational priorities, goals, objectives and long-range strategies.
- Assists with long-term financial planning, forecasting, and cost-of-service analysis.
- Manages the preparation of Macomb County’s Annual Comprehensive Financial Report and Single Audit.
- Serves as liaison with Macomb County’s independent auditors.
- Coordinates the year-end financial close, the annual external financial audit, and related compliance and reporting requirements.
- Oversees accounting operations, including year-end closing of the general ledger and preparation of the annual financial report.
- Reviews, evaluates, and recommends improvement to Countywide financial internal controls and systems and procedures, including coordinating audit activities for all County departments with external auditors.
- Manages and coordinates the development and administration of new accounting systems, including computerized systems.
