- An Associate's degree in Construction Inspection or Construction Management.
- A Bachelor s degree in Environmental Science, Biology, Geology, Natural Resource Management, Engineering, or an environmental related field.
- A valid Pennsylvania driver s license with no restrictions, background check and satisfactory pre-employment drug screen.
SALARY: $43,710.00 (Grade K)
Purpose of PositionThe purpose of this position is to work with local construction contractors and landowners to reduce accelerated soil erosion and sediment pollution to streams, rivers, wetlands, and groundwater and prevent unnecessary impacts to streams, rivers, wetlands and their habitats from encroachment. This is accomplished by applying State and Federal laws such as the Chapter 102 that govern Erosion and Sediment Pollution Control Regulations;
Chapter 105 that govern work in and near streams and wetlands; the Clean Streams Law; and the National Pollutant Discharge Elimination System (NPDES) program by reviewing construction-related plans, erosion control plans, and permit applications, conducting inspections of construction sites, providing technical assistance, investigating complaints, preparing reports, and offering instructional/education training programs to various audiences. This person upholds and promotes the Conservation District s mission while assisting the public with permitting and regulatory requirements in an innovative manner.
The work is performed under the direction of the Conservation District Manager for time reporting, trainings and financial needs. Program and project work is under the direction of the Deputy District Manager.
This position is accountable to the Pennsylvania Department of Environmental Protection (PA DEP) to meet the terms of delegation agreements pertaining to Chapter 102 (Erosion and Sediment Control), Chapter 105 (Dam Safety and Waterway Management), and Chapter 92a (National Pollutant Discharge Elimination System Permitting, Monitoring and Compliance).
Essential Duties And ResponsibilitiesThe following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.
Chapter 102 /NPDES
- Conducts a technical review of construction-related plans and permit applications for a variety of projects and programs including: erosion and sediment pollution control plans and National Pollutant Discharge Elimination System (NPDES) permits. This includes the processing of approvals or acknowledgments and notifications to permit tees and consultants.
- Provides technical assistance to applicants developing permits and applications.
- Conducts administrative reviews of NPDES permit applications and accompanying Post Construction Storm Water Management Plans.
