This position is responsible for the daily operation and maintenance of the Lockhart Wastewater Treatment Plants and meeting the permit requirements as established by the Environmental Protection Agency and the Texas Commission on Environmental Quality (TCEQ). Responsibilities also include producing water at the required rate, based on demand by the City of Lockhart Water Treatment Plant, that meets or exceeds the standards of the Safe Drinking Water Act, as enforced by the Texas Commission on Environmental Quality (TCEQ).

In addition, this position is also responsible for operating and maintaining the Luling/Lockhart Treated Water Delivery System and coordinating water deliveries from the GBRA Luling Water Treatment Plant with groundwater production.

• Keep working knowledge of GBRA’s commitment and policies as they relate to Lockhart WWTP and Lockhart WTP divisions.
• Meet permit requirements as established by the Environmental Protection Agency and the Texas Commission on Environmental Quality (TCEQ).
• Operate pump stations and wastewater treatment plants.
• Collect samples and perform routine process control tests.
• Complete all operational logs, laboratory, and process control worksheets accurately and legibly.
• Monitor the SCADA system.
• Repair leaks and respond to customer inquiries promptly.
• Assist in emergency repairs and operations.
• Perform maintenance and general repair work on pumping equipment, storage facilities, collection systems, rolling stock (including heavy equipment), and small tools and equipment.
• Perform building and grounds maintenance at all locations.
• Maintain an inventory of all tools and equipment.
• Assist with the maintenance records of the various facilities.
• Clean and organize service vehicles as required, at least once per week.
• Safeguard all facilities and property.
• Perform general carpentry, painting, and other repair work as needed.
• Manage permitting and monitoring of waste haulers.
• Follow all requirements of the GBRA Safety Manual.
• Perform all work safely and thoughtfully.
• Perform other duties as assigned.

• Availability to work varying hours, including on‑call duties as scheduled by the Chief Operator. Must be responsive to emergencies during off‑duty hours.
• Safely operate gas, electric, hydraulic, and hand tools.
• Read and understand highly technical information in small print (such as Safety Data Sheets and wastewater discharge permits).
• Perform basic math skills.
• Read analog and digital indicators.
• Basic knowledge of Microsoft 365 applications.
• The permanent residence must be such that travel time to the Lockhart wastewater treatment plant is no more than 45 minutes without violating traffic laws.

• High School Diploma or GED.

• Valid driver’s license as issued by the State of Texas.
• Ability to remain insurable under GBRA’s vehicle liability policy.
• Class C wastewater operator license.
• Class C groundwater operator license within 26 months of employment.

Experience in both wastewater and water treatment is preferred.
