Summary
Provide various technical tax services to taxpayers and departmental staff, including issuance of letter rulings in response to highly technical taxpayer inquiries, development of public education and information programs, development of new and revised tax forms and instructions, and issuance of responses to media inquiries concerning technical tax issues. Conduct education and information sessions on technical tax matters for the public;
conduct internal training and provide assistance to divisional taxpayer services personnel; review and approve/disapprove applications from taxpayers for exemption from conveyance tax and general excise tax; and perform other related duties as assigned.
Applicants must meet all the requirements for the position they are seeking as of the date of the application. Education and experience may not be gained concurrently. Overall paid or unpaid experience must demonstrate the ability to perform duties. Experience calculations must be based on full‑time, 40‑hour work weeks. Part‑time experience is prorated. Hours in excess of 40 per week will not be credited.
EducationA bachelor’s degree from an accredited four‑year college or university.
General or specialized experience may substitute for education on a year‑for‑year basis. Experience must have been of such scope and quality to ensure comparable knowledge, skills and abilities.
Experience background must demonstrate the ability to write clear and comprehensive reports, read and interpret complex written material, and solve complex problems logically and systematically.
General ExperienceOne year of responsible administrative, professional or other responsible work requiring a high degree of analytical skill. Experience typically involves reading, comprehending, interpreting, evaluating technical subjects, analyses or proposals, and applying problem‑solving methods and techniques.
Specialized ExperienceOne and one‑half years of progressively responsible professional experience involving review, analysis, interpretation and application of State and/or federal tax laws, rules and regulations, legal opinions, court decisions and other documents to render sound taxation decisions and determinations on various tax issues.
Non‑Qualifying Experience- Experience limited to clerical processing of tax information or routine interpretation of commonly used tax laws.
- Experience as a periodic or part‑time employee preparing individual income tax returns in routine format.
- Professional level work in administrative support services that did not involve substantive involvement in tax laws, interpretation and application.
- A master’s degree in any field may substitute for all General Experience.
- A master’s degree in accounting with emphasis in tax may substitute for one year of General or Specialized Experience.
- A master’s degree in business administration with emphasis in taxation may substitute for one year of General or Specialized Experience.
- A Juris Doctor degree may substitute for all General Experience AND one year of Specialized Experience.
- A Master of Laws in taxation may substitute for all General and Specialized Experience.
Some positions require possession of a valid driver's license.
