Position Overview
The Director of Human Resources provides strategic leadership and oversight for assigned human resource functions, including recruitment, hiring, and retention; compensation administration; performance evaluation; personnel policies; licensure; and mandatory training. The Director serves on the district leadership team and collaborates with administrators, employees, employee associations, and community stakeholders to support the district's mission and workforce needs.
Key Responsibilities- Develop and implement recruitment and retention strategies to attract, hire, and retain high-quality licensed and classified employees.
- Oversee district hiring processes, including recruitment, applicant screening, interviewing, selection, onboarding, and employee orientation.
- Administer employee compensation processes, including salary placement, lane changes, contract administration, and employee calendars.
- Maintain personnel records and ensure compliance with federal, state, and district requirements related to employee documentation and confidentiality.
- Coordinate employee mandatory training programs to support staff success and organizational goals.
- Oversee employee evaluation processes and provide guidance to administrators regarding performance management and personnel matters.
- Manage educator licensing and credentialing processes, ensuring compliance with Utah State Board of Education requirements.
- Coordinate SHINE applications, verifications, and other state reporting requirements related to personnel and educator qualifications.
- Develop and maintain partnerships with colleges, universities, employment agencies, and other organizations to support workforce development and recruitment efforts.
- Compile, analyze, and report workforce data to support decision‑making, compliance, strategic planning, and district staffing needs.
- Collaborate with district administrators, employees, auditors, legal counsel, and community partners to support effective human resource practices and compliance.
- Monitor compliance with district policies, employment laws, licensing requirements, and applicable state and federal regulations.
- Conduct and oversee workplace investigations involving employee concerns, complaints, misconduct, policy violations, and other personnel matters; collaborate with administrators and legal counsel as appropriate; document findings; and participate in the administration of employee discipline and corrective action processes in accordance with district policies, collective bargaining agreements, and applicable laws.
- Supervise assigned Human Resources personnel, including recruiting, training, evaluating, and supporting staff performance.
- Serve as a member of the district leadership team and participate in meetings, workshops, and professional development activities.

Experience- Experience supervising staff and managing complex personnel issues is required.
- Five (5) years of progressively responsible experience in human resources, educational administration, or personnel management preferred.
- Experience in public education preferred.
- Bachelor’s degree in Human Resources, Educational Leadership, Public Administration, Business Administration, or related field required.
- Master's degree in Human Resources, Educational Leadership, Public Administration, Business Administration, or related field preferred.
