Description

Under limited supervision, plans, coordinates, and assigns electric transmission/distribution line construction, maintenance, and repair projects to Logan Light and Power Department line crews. Oversees planning and inspections. Assists in Engineering for projects. Promotes positive customer relations by working directly with customers to schedule projects and address service issues as they arise. Assists in developing an annual Light and Power budget. Assists in maintaining cleanliness and functionality of Light and Power buildings, yards, equipment, and vehicles.

Qualifications

High School GED or equivalent AND experience equivalent to ten (10) years full-time certified journey level lineman work, including three (3) years full-time work involving supervisory responsibilities.

Must possess a Journey Lineman Certificate through an accredited program such as IBEW or IPSA.

Must possess or be able to obtain Red Cross Certification in Cardio-Pulmonary Resuscitation. May require various OSHA certificates and/or training.

Must possess a Utah Commercial Driver's License (CDL) at a level appropriate to the equipment operated.

Must complete annual bucket truck and pole top rescue certification annually.

Must be able to perform moderately heavy physical activity to push, pull or lift at least fifty (50) pounds.

Must be able to get in and out of vehicles repeatedly.

Must be able to crawl, climb, bend, pull, and reach.

Able to work in an office setting and in all weather conditions.

Responsibilities

Prioritizes, coordinates, and evaluates the work of line crews assigned to install, repair, and maintain overhead and underground transmission, distribution, and service lines and associated electric system equipment to meet established standard of care; reviews and evaluates specifications for equipment, tools, and materials to ensure that they comply with established industry standards; visits/inspects job sites to ensure that safety procedures are being followed and that installation, maintenance, and/or repair work meets specifications.

Is responsible for the scheduling, staffing, and construction of approved system improvements and customer service construction projects.

Responds to and works with customers directly to schedule projects, resolve concerns and address complaints within the scope of the position's responsibilities.

Maintains relationships within the Light and Power Department as well as with other Logan City departments to enhance information transfer, productivity, and attitudes.

Selects and recommends the transfer, promotion, termination or disciplinary action of immediate staff in cooperation with the Distribution Manager, Director, and Human Resources.

Schedules and directs periodic line patrol and evaluations of the electrical conditions for the distribution system and implements appropriate and timely action to maintain reliability within the power system.

Works with the Distribution Manager to train, instruct and certify all line crew personnel to the standards called for by Logan Light and Power policies, operation guides and procedures.

Attend meetings, special courses and seminars to facilitate training, keep informed and stay abreast with current industry trends.

Participate in department staff meetings, safety meetings, strategic planning and other meetings as directed.

Maintain and operate the software package "Elements" work order control mapping system to assure accurate GIS information.

Assists in design and layout of system improvements and new development power systems.

Assists in monitoring all substation circuits for balance of phase amps.

Oversees the operation of the Light & Power Department inventory and Warehouse personnel.

Ensures there is a sufficient supply of all equipment, transformers, j-cans, etc. in inventory to maintain continuity in work production.

Consults with contractors, engineers, architects, and others to schedule/coordinate major projects, determine appropriate system needs for loads anticipated, and resolve questions/problems regarding electric utility installation, maintenance, and repair; responds to trouble calls from residential and commercial customers to ensure safe, effective response to problems/emergency situations; analyzes system problems to determine probable causes and corrective actions.

Recommends specifications for tools, equipment, and materials used in the installation, maintenance, and repair of overhead and underground transmission, distribution, and service lines and associated equipment; oversees program to ensure that all tools and equipment used by the line crews meet established safety standards or are replaced with tools and equipment that do;
Assists line crew personnel in established safety procedures/practices; assists in Apprentice Lineman Training Program.
