• Ensure Safety First:
  Prepare and review clearance orders to guarantee a safe working environment for field teams working on the Transmission System.
• Stay Ahead of the Curve:
  Monitor Energy Management System displays to manage system voltage and equipment loading, ensuring reliable operation of the Transmission System.
• Drive the First Response:
  Watch advanced applications and alarms to assess system integrity and swiftly implement necessary actions to restore stability and safety.
• Direct and Execute:
  Oversee switching and blocking procedures, coordinating and authorizing actions to create a secure workspace for field personnel.
• Respond to Equipment Breakdowns:
  Direct appropriate personnel and take decisive actions during emergencies or incidents.
• Handle Emergencies:
  Authorize and direct emergency actions to address tripped or faulted equipment and other system emergencies while maintaining reliability.
• Maintain Detailed Records:
  Document all transmission‑operation activities and keep records accurate and current.
• Communicate Effectively:
  Keep the Shift Manager and Reliability Operator informed of all key operational details.
• Collaborate Widely:
  Interface with PJM RTO, field forces, generating stations, other transmission control rooms and high‑voltage customers to coordinate efforts and resolve issues.
• Comply with Standards:
  Follow PJM RTO and NERC standards and instructions to maintain the highest ethical industry standards.
• Proactive Intervention:
  Identify potential issues, craft corrective action plans, and implement solutions to ensure reliability of the electric transmission system.
• Stay Qualified:
  Keep training and qualifications current in line with PJM RTO and NERC requirements.

• Act as Designated Authority for Transmission System operations, holding full responsibility for all switching operations in your area.
• Manage dispatch of switching operations; under normal conditions coordinate with PJM RTO for approvals, and during emergencies take decisive actions, including load shedding if necessary.
• Direct field forces during troubleshooting, switching and blocking activities.
• Collaborate with the Shift Manager to set repair priorities, request field overtime and address major operational challenges.
• Influence public safety, operational reliability and customer satisfaction through critical decision making.

• Bachelor’s Degree in Electrical Engineering, Computer Science, Business, or a related technical field and 4 to 7 years of experience in high‑voltage electrical systems and/or control‑room operations; or in lieu of a bachelor’s degree, 6 to 9 years of relevant experience; alternatively, complete all training and demonstrate required proficiency in the TSO II role for at least four months.
• Excellent oral and written communication skills, including mastery of the three‑part communication method.
• Experience coordinating with PJM RTO, generating plants and transmission customers.
• Strong analytical skills and sound judgment for complex situations.
• Ability to handle emergencies and high‑pressure situations calmly and effectively.
• Flexible availability for rotating 12‑hour shifts, 8‑hour training days, weekends and holidays.
• Passivity of both NERC and PJM RTO Operator Exams, completion of on‑the‑job training and ongoing training to maintain certification. One retest opportunity is available.
• Success in the EEI Operator’s Test (SOPD) and a high‑stress assessment.

• In‑depth knowledge of Lockout/Tagout procedures.
• In‑depth knowledge of PJM RTO rules, regulations and certification.

• Annual salary range: $ – $ per year, based on skills, qualifications and experience.
