Financial Services Manager
Under direction, the Financial Services Manager is responsible to plan and manage the City's accounting activities, including general ledger accounting, cost accounting, project accounting, and auditing; to assist with investments of City funds, budget preparation and administration, financial planning and reporting, and utility billing; and to perform other work as required. The Financial Services Manager reports to the Management Services Director and oversees the accounting and utility accounting/billing function to ensure that the financial transactions are recorded accurately and timely.
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specific additional or different duties from those set forth below to address business needs and changing business practices:
- Organizes, coordinates, and plans the accounting activities of the City with the Accounting & Revenue Manager, to include auditing and financial reporting functions; organizes, coordinates, and plans the Enterprise Funds accounting activities, to include budget assistance and review, financial projections and rates presentation, asset management, year-end closing and financial presentation, and contract management; consults and advises staff on financial policies; ensures adherence to appropriate accounting and control procedures and documentation;
prepares or reviews various financial reports to the State Controller's office and other government agencies; assists in the selection and evaluation of subordinate staff; provides or coordinates staff training; coordinates year-end closing and annual audit of the City; assists in the preparation of the comprehensive annual financial report; develops and evaluates accounting practices, policies and procedures; assists in the receipt, interpretation, analysis and summary of budget requests;
assists in the preparation of materials, charts and graphics for budget hearings and workshops; assists in long-range budget planning; serves as technical and professional advisor and provides staff support to the Management Services Director; and performs other related duties as required. - If you are unable to perform the essential functions of the position for which you are applying, either with or without reasonable accommodation, please notify Human Resources at .
License
Required:
Possession of a valid and appropriate California driver's license.
Education/
Experience:
Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is a bachelor's degree in accounting, finance or related field and three years of increasingly responsible professional level experience in general and utility accounting, investment analysis, budget, financial administration experience, preferably at an administrative level with a municipality.

- Municipal finance, accounting, budgeting and auditing principles, practices, procedures and methods

- Governmental taxation and revenues
- Budget preparation and control, including program budgeting accounting systems and equipment
- Computer concepts and systems application and control
- English usage, spelling, grammar and punctuation
- Principles and practices of supervision and training
Ability to:
- Plan, organize, direct and coordinate the operations of the Financial Services Division
- Develop budget preparation and control procedures, forms, and schedules
- Assist in the preparation of accurate budget estimates and budgets and assist in maintaining budgetary controls
- Assist in the analysis and estimating of future revenues and expenditures
- Perform statistical and financial analysis
