Job Overview
Applications are available online beginning Friday, April 10, 2026, through 11:59 PM Friday, June 5, 2026. The Senior Civil Engineer classification is used in the following five City of Long Beach departments:
Airport, Community Development, Harbor, Public Works, and Utilities.
Under direction, the Senior Civil Engineer supervises and coordinates plan review activities; manages design, construction, and program/project management of municipal, harbor, airport, gas, water and wastewater engineering, as well as public and private development projects. Responsibilities include formulating and coordinating work assignments for the review of plans, designs, estimates, and reports regarding surveys, inspections, soils, and geology; supervising the preparation of plans and specifications;
compiling estimates and contract terms from an engineering standpoint; performing detailed structural and architectural plan checks for compliance with building code requirements, city ordinances, and state/federal statutes; reviewing accessibility compliance for building projects; leading, coordinating, and managing multidisciplinary teams of city and/or consultant staff to deliver complex projects; overseeing project reviews and permitting processes; conducting special studies and preparing comprehensive reports;
developing, managing, and tracking cost estimates, budgets, and schedules; evaluating and managing project risks; conducting claims analysis; administering consultant contracts; presenting to governmental bodies and citizen groups; overseeing subdivision activities; potentially overseeing the management of multiple projects, including scope, schedule, and budget definition; managing project execution with multiple stakeholders; procuring, negotiating, and managing professional services contracts; performing project management activities such as procurement, budgeting, scheduling, interfacing with regulatory agencies, and monitoring the work of consultants;
managing and administering construction contracts, including requests for information and submittals, contract changes, claims, and progress payment processing; acting as assistant to the Division/Section Head when required; and performing other related duties as required.
Some departments may also require interview and recommendation of employees for hire, preparation of board or City Council memoranda, conduct of constructability reviews, pre‑construction planning and coordination, chairing pre‑construction and weekly progress meetings, and preparation of meeting minutes.
QualificationsRegistration as a Professional Civil Engineer in the State of California (proof required).
A minimum of five years of paid, full‑time equivalent, relevant experience, with at least two years of that experience gained in a related position while registered as a Civil Engineer.
Knowledge, Skills, and Abilities- Ability to communicate effectively, both verbally and in writing.
- Some positions require the ability to respond to emergency calls in person or by telephone within a 30‑minute timeframe.
- A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.
For a vacancy in the Water Department, Treatment Operator 2 (or higher) and Distribution Operator 2 (or higher) certifications from the State Water Resources Control Board are desired.
The Community Development Department desires possession of a California Certified Access Specialist (CASp) certification and International Code Council (ICC) Building and/or Residential Plans Examiner certifications.
The Harbor Department desires Certified Construction Manager (CCM) certification, registration as a Project Management Professional (PMP), and/or Envision Sustainability Professional (ENV SP).
The Public Works Department desires certification in Civil Engineering (Professional Engineering License, PE), Traffic Engineering (Professional Traffic Operations Engineer, PTOE), Traffic Engineer License (TE), Qualified SWPPP Practitioner/Developer (QSP/QSD), certification in Stormwater Management (Certified Professional in Stormwater Quality, CPSWQ), and/or certification in Accessibility Compliance (Certified Access Specialist, CASp). Experience coordinating transportation, bridge, stormwater, and traffic engineering projects is desired for some positions.
