Civil Engineer

Overview

The Civil Engineer classification is used in the following five City of Long Beach departments:
Airport, Community Development, Harbor (Port of Long Beach), Public Works, and Utilities.

• Prepare, review, and supervise studies, designs, plans, specifications, estimates, and reports for municipal and harbor engineering projects.
• Supervise preliminary and final design work, including structural design for code compliance and detailed drawing development.
• Conduct field engineering activities related to construction, maintenance, and operation of engineering projects.
• Communicate findings and recommendations in written and verbal formats to professional and lay audiences.
• Operate computer‑aided drafting and design equipment (e.g., AutoCAD Civil 3D).
• Serve as project manager: procurement, budgeting, scheduling, stakeholder interfacing, and monitoring consultant performance.
• Administer construction and consultant contracts, analyze and negotiate contract changes, evaluate claims, and process progress payments.

• Current registration as a Professional Civil Engineer in the State of California (proof required).

• Ability to communicate effectively, both verbally and in writing.
• Willingness to work occasional evenings, weekends, and holidays as needed.
• Valid driver’s license or ability to arrange necessary transportation for field travel (may be required for some assignments).
• Upload required documents such as transcripts or degrees, including proof of educational equivalency for foreign degrees.

• Public agency, supervisory, airport, rail, traffic, land and building development, port/maritime, program/project management, environmental remediation/planning, sustainable infrastructure development (LEED, Envision, ENV‑SP, CEEQUAL, Green Roads) experience.
• Experience with AutoCAD Civil 3D, Autodesk/Microstation, Inroads, Water Gem, Sewer Gem, GIS (ESRI), Microsoft Project, Oracle P6, Orion, Oracle Unifier.
• Certifications:
  
  Water Distribution/Water Treatment Operator, Collection System Maintenance Technologist, Plans Examiner (ICC), CASp, LEED, CCM, PMP, QSP/QSD, CPSWQ, and other relevant engineering certifications.
• Dual licensure and ability to operate independently in developing preliminary and final designs.

Applicants will be screened based on application and supplemental materials. A continuous non‑competitive evaluation will be conducted on training, experience, education, or certification. Eligible candidates will be placed on a continuous eligible list that may expire six months from its effective date. Minimum qualifications must be met by June 27, 2025 to be placed on Test #01 established eligible list.
