The Division of Business and Finance

The Division of Business and Finance enables universities to fulfill the educational mission of the California State University by providing effective and prudent support for budget and fiscal management, capital planning, information technology, public safety, risk management, and other administrative services.

The Division currently includes the following units:

  • Capital Planning, Design, and Construction
  • Contract Services and Procurement
  • Finance and Budget Administration
  • Financing and Treasury

  • Risk Management
  • University Safety and Security
About the Position

Reporting to the Chancellor of the CSU System and serving as a key member of the Executive Leadership Team, the VC and CFO will serve as the System's chief business officer providing leadership, oversight, and stewardship for all aspects of the CSU System's financial resources. The VC and CFO will play a critical role as a thought leader and strategic advisor to the Chancellor, Board of Trustees, and senior executives across the CSU in recommending and executing financial and administrative objectives, policies, programs, and practices that ensure sound financial operating practices and infrastructure.

The VC and CFO develops and directs the preparation of short-term and long-range financial plans; directs the organization and administration of procedures and systems necessary to maintain proper financial records, provide adequate accounting controls, and services; and directs and coordinates the establishment of the CSUSystem's annual operating budget. In addition, the VC and CFO represents the CSU System on these matters to both external and internal constituencies including presidents and finance leaders at CSU universities, and representatives of local, state, or federal offices as appropriate.

In addition, the VC and CFO will assist the Chancellor and her executive team in reimagining the Division of Business and Finance to ensure it is strategically aligned with the evolving needs of the CSUSystem. This effort will include evaluating the division's functions, responsibilities, organizational structure, and areas of expertise to determine how the Chancellor's Office can most effectively partner with CSU's 22 universities in advancing systemwide priorities.

The initiative aims to maximize the deployment and effectiveness of CSU resources and skilled personnel while fostering innovation, operational excellence, and fiscal stewardship. A thoughtful assessment of the division's size, structure, capabilities, and interactions with campuses will be necessary to ensure the organization is agile, collaborative, and well-positioned to support the long-term success of the CSU. The VC and CFO will play a key role in guiding this strategic effort and shaping the future of the division to strengthen service, efficiency, and systemwide impact.
