Financial and Operations Analyst

The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education.

Administrative Analyst/Specialist – Exempt I

CSU Classification Salary Range: $63,288 - $92,208 per year (Step 1 - Step 20);
Step placement will be determined based on relevant qualifications and professional experience. Step placement upon appointment is not expected to exceed Step 13 ($80,268 per year). Future increases, including step advancement, are subject to contract negotiations.

The California State University, Office of the Chancellor, is seeking a Financial and Operations Analyst to provide fiscal and administrative oversight to support the operational effectiveness of the department. The role exercises independent judgment in analyzing a budget portfolio comprised of multiple funding sources and constraints, and makes recommendations to maximize department resources. It ensures full compliance with CSU Chancellor's Office, state, federal, and private grantor fiscal policies, practices, and procedures.

The incumbent is responsible for processing all expenditures, reconciliations of financial activity, error resolution, and submittal of annual budget requests and quarterly reports.

The position provides comprehensive administrative and human resource support to the department in coordination with the Strategic Enrollment Management and Student Success Division. It applies policy knowledge and independent judgement in coordinating and processing HR-related documents. The incumbent performs routine and complex office duties in a fast-paced environment including calendaring; on-site and off-site meeting and event planning; preparing, processing, and compiling of data and reports;

travel support; and serve as first point of contact for departmental engagement, responding to inquiries from campus and external partners.

This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.

Responsibilities

Under the general direction of the Assistant Vice Chancellor, Strategic Enrollment Management, the Financial and Operations Analyst will perform duties as outlined below:

Financial and business-related transactions:

Coordinate, administer, analyze, and monitor all financial and business-related transactions for the departments across all funding sources in coordination with the division and related departments within the Chancellor's Office.

Independently research fiscal issues, identifying expenditure and encumbrance errors and resolving issues with appropriate Business and Finance units.

Analyze budget data and prepare management reports on current status as well as forecasting and trend analysis. Make recommendations to AVC and directors on financial planning.

Develop tools to monitor expenditures, encumbrances, and expenditure projections, ensuring transactions follow CSUCO, state, federal, and private grantor fiscal policies, practices, and procedures.
