Position: CODE ENFORCEMENT OFFICER

Appointment to this position is expected to be at or below the midpoint $ of the salary range, however, the final amount will be carefully determined based on the candidate's knowledge, skills, qualifications, and an evaluation of internal equity within the organization.

The City of Long Beach is seeking an experienced, creative, innovative and collaborative individual who is committed to develop and support the Department of Community Development.

The Department of Community Development delivers a wide variety of programs and services to help create and maintain more safe, sustainable, and livable neighborhoods. The department is comprised of five bureaus:
Administrative and Financial Services, Building and Safety, Code Enforcement, Housing and Neighborhood Services, and Planning.

THE POSITION

The Code Enforcement Officer reports directly to the Code Enforcement Bureau Manager. Their primary duty is the enforcement of laws regulating public nuisance, public health, safety and welfare, and building standards through the prevention, detection, and investigation of code violations. This position will serve as the division officer who manages approximately 18 full‑time employees in the Proactive Rental Housing Inspections and Special Programs.

  • Perform quality assurance and quality control to ensure adherence to code regulations, customer service standards, and bureau standard operating procedures.
  • Prepare and review reports, publications, and performance metrics to evaluate and enhance Division effectiveness.
  • Ensure compliance with the City’s laws and codes, and ordinances governing property maintenance, inoperative vehicles, zoning land use, building ordinances, codes, regulations, and related standards.
  • Integrate new programs, processes, and procedures to meet established objectives.
  • Facilitate division training by applying and utilizing best business practices, case studies, technical knowledge, code and legal updates.
  • Identify, develop, and pursue innovative initiatives to improve Bureau programs, operations, and service delivery.
  • Serve as an alternate Department Operations Center (DOC) Section Manager.
  • Testify at appeal and court hearings.
  • Other duties as assigned.
EDUCATION
  • Graduation from an accredited institution with a Bachelor’s degree in Business or Public Administration, Law Enforcement, or a closely related field. Experience may be substituted for education on a year‑for‑year basis.
EXPERIENCE
  • Three (3) years of paid, progressively responsible, full‑time experience in managing code enforcement, investigations, and/or inspections.
  • One (1) year of the required experience must have been gained in a supervisory capacity supervising professional staff.
  • A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.
