Talent Manager, Operations Manager

Join the San Francisco Bay Region Network as the SF Bay Region Network CHRO (Chief Human Resources Officer) to lead the design, delivery, and evolution of integrated, innovative, and people-centered HR services across three universities. This newly created executive leadership role offers the opportunity to build a unified HR organization at scale, leveraging data, technology, and inclusive practices to advance workforce excellence, organizational effectiveness, and institutional mission.
This position is open to current CSU employees only and will be located at one of the three participating campuses:
San Francisco State University, Sonoma State University, or California State University East Bay.
The San Francisco Bay Region Network is part of the CSU, the nation’s largest and most diverse four-year public university system. The San Francisco Bay Region Network ("SFBRN" or "Network") provides integrated, cost-efficient administrative and transactional services to CSUEB, SFSU, and SSU. By delivering shared services across three campuses, the Network enables collaboration, efficiency, and innovation that supports student success and operational excellence across the region.
SalaryThe anticipated salary range is between $250,000 and $290,000 per year, commensurate with qualifications and experience.

Work ArrangementsThis is an at-will, full-time position based in the San Francisco Bay Area that includes flexibility for hybrid work with regular travel across the three Network universities to support operational and collaborative needs.

Reporting to the Network Chief Operating Officer & Chief Financial Officer, the SF Bay Region Network CHRO (Chief Human Resources Officer) provides senior-level strategic and operational oversight and leadership of the Human Resources (HR) unit within the San Francisco Bay Region Network ("SFBRN" or "The Network"). The HR unit delivers a range of workforce services and solutions across the three Network universities:
California State University, East Bay (CSUEB), San Francisco State University (SFSU), and Sonoma State University (SSU). The Network CHRO guides both the day-to-day operations and long-term strategy of the area. This role serves the missions of each of the universities while also providing integrative leadership across the Network that promotes operational excellence and a customer-focused approach to service delivery, ensuring the effective recruitment, development and retention of a diverse and engaged workforce.
The Network CHRO will oversee HR Design (Centers of Excellence), HR Delivery (Operations), and HR Consulting (Executive HR Advisors and HR Business Partners), ensuring consistent, compliant, and customer-focused services. This leader will champion workforce transformation, organizational design, talent development, and technology-enabled innovation, while serving as the final escalation point for complex HR, labor relations, and compliance matters impacting senior stakeholders across the Network.
