Technical Delivery Lead, Consultant

Your Role

The Technical Delivery organization serves as the execution engine for Stellarus's strategic technology portfolio, managing delivery across six platform towers:
Core Health Plan, Membership & Support, Digital, Care Management & Quality, Pharmacy, and Technology Enablement. The Technical Delivery Lead will report to the Sr. Manager of Technical Delivery. In this role you will serve as the on-the-ground execution owner for one or more strategic technology programs, driving initiatives through planning, implementation, and closure while maintaining executive-ready delivery visibility for Blue Shield of California stakeholders.

Your work directly determines whether Stellarus's highest-priority technology investments land on time, within scope, and with the organizational confidence they deserve.

• Bachelor's degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree
• 7 years of prior relevant experience in technology project or program delivery, delivery management, or a closely related discipline
• Demonstrated ability to manage multiple concurrent initiatives with competing priorities in a fast-paced, matrixed environment
• Financial literacy required to help maintain project budgets
• Strong written and verbal communication skills with demonstrated experience preparing executive-facing materials (status decks, briefings, escalation memos)
• Proficiency with AI tools and prompt engineering - active experience using LLMs (e.g., Claude, ChatGPT, Microsoft Copilot) to improve delivery quality, throughput, and documentation
• Working knowledge of at least one delivery framework (Agile/Scrum, SAFe, Waterfall, or hybrid); ability to adapt approach to initiative needs
• Comfort operating in ambiguity; proven ability to create structure, establish cadence, and drive clarity where none yet exists
• Healthcare technology experience (payer, provider, or health tech services) - preferred, not required
• Familiarity with cloud modernization, enterprise SaaS, or platform migration programs - preferred
• Experience with JIRA, Smartsheet, Confluence, Azure Dev Ops, or similar delivery tooling - preferred
• PMP, SAFe, or equivalent delivery certification - preferred

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
