Plan, organize, and manage the operation and maintenance of City’s raw water conveyance, potable water distribution, and wastewater collection systems. Provide substantial support in coordinating the Department’s emergency response, and risk and resilience programs. Serve as the Operator in Responsible Charge for the wastewater collection and water distribution systems. Provide direct and frequent collaboration with the Public Works & Engineering Transportation System Manager including planning work, sharing staff and equipment, and providing supervisory support as needed.

• This position is responsible for the operations and maintenance of the City’s distributed utility assets including raw water conveyance, potable water distribution and sewer collection systems. The primary focus of the work is on the development and implementation of detailed operating plans that align employee work with training, plans and procedures, resources, compliance and customer goals. This position serves as the Operator in Responsible Charge for the wastewater collection and water distribution systems, in accordance with Colorado Revised Statutes Regulation 100 and the City’s adopted utility operating plan.
• Develop utility operations plans for each operating area emphasizing regulatory compliance, operating plans and procedures, work management systems, schedules and staffing, emergency readiness and response, and effective stakeholder coordination.
• Identify technologies and innovations that modernize and improve operations and maintenance. Work with staff to research and investigate emerging technologies and investigate methods for incorporating into utility O&M activities.
• Manage locate services and service truck operations to ensure compliance with 811 requirements and customer service goals.
• Manage camera truck operations and work with Engineering Services to ensure infrastructure assessments are property reviewed and followed-up on to ensure proper maintenance and replacement.
• Collaborate with Engineering and Development services related to planning activities and standards development.
• Support field services portion of meter maintenance and backflow programs.
• Oversee the planning, organization and assignment of personnel to projects and overall operations.
• Coordinate activities and programs with other divisions, departments, the public, contractors, and outside agencies.
• Actively participate with Engineering and Business Services in the capital planning process related to utility assets.
• Provide general and technical supervision of personnel directly or through subordinate supervisors. Evaluate performance and recommend/implement appropriate personnel action. Participate in and oversee the selection process.
• Ensure that the City is in compliance with all applicable local, State and Federal regulations and help with the interpretation of regulations and policies established by regulatory agencies (CDPHE, USEPA). Analyze operations and provide guidance to staff in meeting these regulations.
• Support the snow and ice removal plan on the City’s ROW and ensure assigned supervisors and employees are trained and ready for the snow season.
• Ensure safe work practices and procedures are followed, and that all safety regulations and City safety policies are adhered to. Establish standard operating procedures and policies.
