The Organization

The First Nations Capital and Infrastructure Agency of Saskatchewan (FNCIAS) is a First Nations‑led, non‑profit agency dedicated to taking a transfer of a federal program and transforming housing and infrastructure outcomes for First Nations located in Saskatchewan. Working together with Nations and partners, FNCIAS is building new systems, governance structures, and sustainable service delivery models that are led by First Nations for First Nations.

The first FNCIAS member signed on in November 2020. There are currently 25 First Nations and one Tribal Council signed on to participate, with several other First Nations reviewing information for membership.

FNCIAS supports the development and implementation of properly funded public works and housing departments that will create quality, appropriate, healthy, and safe housing and related infrastructure, with a long‑term focus on closing the housing and infrastructure gap through collaboration, Indigenous knowledge, and professional expertise.

The Role – Vice President, Finance

Reporting to the Chief Executive Officer and supporting the Board of Directors in fulfilling its governance responsibilities, the Vice President, Finance is a key member of FNCIAS’s Executive Leadership Team. This executive serves as a trusted advisor to the CEO, Board, and member Nations, providing strategic leadership and financial stewardship in support of the organization’s business plan, long‑term strategy, and community‑centred mission.

The Vice President, Finance will build and lead FNCIAS’s finance function, establishing robust financial systems, forecasting, risk, and reporting frameworks that support sustainable growth. The role is responsible for developing and implementing strategies, policies, and practices related to budgeting, capital finance and planning, contract management, major capital projects, enterprise risk management, and value‑added financial services, while driving continuous improvement across finance, accounting, payroll, capital, and risk portfolios.

This role oversees, leads, plans, directs, controls, and evaluates the finance, accounting, and payroll functions, with direct responsibility for supervising staff and any external consultants supporting the portfolio. Clear communication, political acuity, and strong relationship‑building skills are essential to effectively translate financial information, support decision‑making, and advance FNCIAS’s vision, values, and operational objectives.

Key Responsibilities
  • Lead the formulation and approval process for multi‑year financial plans and the annual budget to ensure that sufficient resources are allocated for successful program delivery.
  • Prepare and present financial, budget, and other reports, including, but not limited to, the Board of Directors and other Board Committees, as directed by the CEO.
  • Ensure credibility of the organization by providing timely and accurate analysis of budgets, financial trends, and forecasts. Plan and manage the organization’s cash flow.
  • Provide advice and risk analysis on the financial implications of FNCIAS activities and decisions.
