Home Developer – Foster Care and Adoption Program

Location: Longview, TX – Hybrid (1014 S. High Street, Longview, TX, 75602)

Schedule: Full Time

• Coordinate and implement the recruitment of foster parents for the Foster Care program, including writing letters, placing ads, giving presentations, and responding to inquiries from potential foster families.
• Recruit and develop foster homes, participating in public relations assignments to educate the community about resource needs within the service region.
• Complete licensing, assessment, and support processes to ensure families meet licensing standards, making recommendations for utilization and introducing new families to field/adoptive staff.
• Maintain supportive relationships with foster care resources, identify ongoing training and support needs, assist in obtaining services, and coordinate with team members to strengthen department relationships with foster parents.
• Coordinate visits with placing agencies and/or families, assist foster parents with transportation for family visits and essential appointments.
• Assist foster parents with age‑appropriate therapeutic and leisure activities.
• Consult with TDFPS staff, recommending foster family resources that best meet children’s needs and recommending support services to maintain resources.
• Conduct investigations of complaints about licensed foster / adoptive homes, identify issues, assist families in developing corrective action plans, and recommend licensing enforcement when appropriate.
• Participate in regional needs assessment by identifying and prioritizing foster / adoptive care needs at the local level.
• Provide and maintain reports, statistics, records, and documentation of activities on a monthly basis or as required.

• Bachelor’s degree in a related field is required.
• Extensive knowledge of modern methods and techniques for specialized training programs.
• Knowledge of the administration of training programs and available literature in the social work field.
• Understanding of current social and economic problems of community and individual health, educational and recreational needs, and community and state resources.
• Ability to drive assigned vehicle(s) or personal vehicle with an appropriate state license, provide proof of liability insurance, and be eligible to be insured under Buckner’s insurance policy; must be age 21 or older to drive on behalf of Buckner.
• Ability to use up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force continuously to move objects and/or people.
• Ability to walk, stand, and sit for prolonged periods of time.
