In this role you will be the financial strategist behind our early learning programs, directly maximizing resources and ensuring compliance so we can continue to transform lives and build stronger communities.

This individual possesses an exceptional ability to navigate complex federal and state grant regulations, translate dense data into clear budget narratives, and keep multiple funding streams meticulously balanced and compliant. A collaborative leader and clear communicator, they are skilled at guiding fiscal staff, leading meetings, and explaining financial concepts to diverse groups—from college leadership to program parents—all while maintaining the highest standards of integrity and confidentiality.

The

Position:

As the Fiscal Analyst 4, you will serve as the financial backbone of the Head Start/ECEAP program, providing expert oversight, detailed analysis, and strategic monitoring of our federal, state, and local funding streams. Based at our main campus in Longview, Washington, you will lead the annual budget development process, design compliant cost-allocation models, and ensure 100% compliance with strict regulatory performance standards.

This is a dynamic, high-impact leadership role where you will directly supervise fiscal staff, collaborate closely with college administrators and policy councils, and manage the essential financial infrastructure that allows our educators and advocates to focus on what they do best: serving children and families.

Grant Financial Management & Compliance
  • Develop comprehensive annual grant budgets, narratives (including salary/benefits calculation), and project revenue and expenditure needs for each program.
  • Ensure all expenditures strictly align with federal, state, and local fiscal policies; design and implement required cost allocation processes.
  • Oversee, monitor, and track progress toward meeting the program’s annual mandated in‑kind/matching funding requirements.
  • Manage the end‑of‑period fiscal closeouts to ensure maximum funding utilization, and write/revise fiscal policies to align with performance standards and new Program Instructions/Information Memoranda.
Accounting, Reconciliation & Data Reporting
  • Perform monthly budget reconciliations and prepare billing requests for reimbursements from funding agencies.
  • Provide detailed analytical monitoring of funding sources and compile data reports for the leadership team, Policy Council, and external grantors.
  • Maintain absolute confidentiality regarding personnel, family, and program operations, and handle other administrative duties as assigned.
Leadership & Team Collaboration
  • Directly supervise, train, and instruct fiscal team staff in their daily performance and duties.
  • Set agendas, prepare materials, and conduct program Budget Committee meetings; actively participate in the Program Policy Council and its sub‑committees.
  • Serve as the core fiscal communicator, bridging information between program staff, funding agencies, college leadership, and program parents.
  • Stay current on fiscal regulations by actively attending relevant conferences, trainings, and webinars.

Minimum Qualifications
  • Education requirement:
    • Certified Public Accountant; OR
    • Bachelor’s degree in Business Administration, Accounting, Fiscal Management, or related field from an accredited institution
