TRANSPORTATION MANAGER - MOTF

1.0 FTE

The Transportation Manager manages the functions of the District's Transportation Department. Responsibilities include planning and implementing bus routes and schedules, maintaining a safe, efficient transportation fleet, and managing the transportation budget.

Pay: $126,620 - $137,912

Qualifications
  • Must have an Associate's degree and five years of increasingly responsible experience in transportation, including driving, scheduling, and routing. Alternative combinations of education and experience will be evaluated by the Human Resources Department for comparability.
  • Valid Washington State driver's license with an intermediate endorsement and school bus driver's certificate required or willingness to pursue within one year of hire.
  • Knowledge and experience with federal and state rules and regulations concerning pupil transportation preferred.
  • Knowledge of bus routing software and scheduling required.
  • Knowledge and experience with accident investigation techniques preferred.
  • Knowledge of vehicle repair and preventative maintenance techniques required.
  • Successful experience in supervisory practices and procedures required.
  • Skilled in written and oral communication.
  • Proficient with Microsoft Office and transportation routing software.
  • Ability to maintain cost accounting records.
  • Successful experience and management in developing, defending, and monitoring budgets.
  • Ability to maintain accurate inventory records.
  • Ability to develop and implement effective training programs.
  • Ability to prepare bus specifications.
  • Ability to collect and analyze data.
  • Ability to establish and maintain effective working relationships with staff, school leaders, and the public.
  • Essential Job Functions
  • Plans and implements bus routes for regular and special transportation; establishes bus stops based on efficiency, safety, and legal requirements. Establishes time schedules; prepares route maps. Analyzes data from annual ridership survey to review and modify established routes.
  • Supervises transportation staff; recruits and recommends hire; assigns and reviews work; prepares performance evaluations; disciplines employees and resolves problems.
  • Manages service and maintenance of transportation fleet. Establishes standards and schedule for maintenance of buses, automobiles, trucks, and maintenance vehicles; establishes preventative maintenance schedules. Develops and implements programs to ensure that vehicles meet safety standards and pass state safety inspections. Maintains schedules for repairs and replacement of parts based on miles and time.
  • Recommends the purchase of additional or replacement buses and vehicles; recommends disposal of vehicles that are obsolete or cost‑prohibitive to repair. Develops school bus specifications that comply with state and federal requirements and meet the needs of the District.
  • Forecasts Transportation Department operational requirements; develops school bus specifications that comply with state and federal requirements and meet the needs of the District.
  • Compiles data and prepares transportation reports as required by the district and state. Analyzes effect of state funding formulas for reimbursement of costs. Ensures that reports are accurate, complete, and submitted on time.
  • Ensures Transportation Department compliance with state codes regarding driver training and certification and vehicle licensing, registration, and operational permits. Maintains related records. Manages provision of driver training; develops training programs that meet and supplement state requirements. Supervises and/or conducts training for mechanics.
  • Coordinates student transportation activities with district staff, law enforcement agencies, and other agencies or individuals. Writes student transportation policies for approval by supervisor.
  • Maintains effective public relations to promote understanding and support for district's transportation program. Participates with school officials in parent or student conferences to communicate Transportation Department policies and resolve misconduct problems or complaints about service. Works effectively and pro‑actively with school administrators and district personnel to resolve issues and keep people informed; provides data as requested.
  • Investigates accidents involving transportation fleet vehicles; meets with agency investigators to assist and answer questions. Ensures that accidents are reported to law enforcement and insurance agencies.
  • Works closely with Supervisors and Employee Services on labor and employee issues as they occur. Works with union and human resources executive director on labor contract management.
  • Observes weather conditions during winter months and determines whether students can be transported safely; recommends delay or cancellation of scheduled transportation to supervisor by established deadline.
