The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning the Department of Defense, Federal Civilian, and international markets. JOID offers a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading‑edge technologies to counter WMD in support of Combatant Commands (CCMDs) and in transitioning these technologies to military services and Combatant Commanders (COCOMs).
SPA provides expertise across the full spectrum of chemical, biological, radiological, nuclear, and high‑yield explosive (CBRNE) WMD, Counter Improvised Threat, and Countering Threat Network technologies, supporting understanding, detection, identification, characterization, denial, control, disabling, defeating, disposal, safeguarding, consequence management, and testing and evaluation in support of military and civilian operations.
We have an immediate need for a Military Operations Analyst to provide onsite support at DTRA in Lorton, VA.
ResponsibilitiesThe candidate will provide subject‑matter expertise and analytical and technical support for the full spectrum of nuclear and radiation detection RDT&E projects as applied to military operations. The role integrates tactical/operational knowledge of DoD organizations, technical development and implementation of radiation detection capabilities, and the methods for employing materiel assets to assist clients in defining, understanding, and recommending courses of action for senior decision makers.
Key tasks include:
- Identifying relevant technical system characteristics, requirements, and integration of radiation detectors and sensors into common operating picture platforms.
- Developing and evaluating technical/programmatic measures of effectiveness and risk‑based assessments.
- Advising on the integration of hardware, software, and organizational procedures, and supporting customer training, documentation, and demonstration test protocols for measurement sensors and systems.
- Assisting with requirements traceability in testing and development of new or updated systems to meet client needs.
- Recommending emerging technologies to improve radiation detection capabilities.
- Providing advice and assistance with contract source selection decisions.
- Supporting technical interface client engagements and ensuring quality, quantity, and timeliness of contracted work across nuclear technologies, weapons systems, emerging WMD threats, hazard prediction, and mitigation.
- Assisting program managers with contract acquisition package development, performance evaluation, and deliverables quality assessment.
Travel: (10‑30%) may be required.
Qualifications Required- Bachelor’s degree in relevant technical, scientific, or engineering fields or equivalent experience.
- 10+ years of experience leading to a strong understanding of the primary subcomponents of radiation detection technologies and of how data from individual sensors may be integrated with other networked sensors to form a more complete picture of the operating environment; experience demonstrating radiation detectors and sensors.
- Experience with DoD regarding concept of operation, policy, doctrine, plans, training, exercises, research, development, test, and evaluation (RDTE).
- Experience working with interagency teams that include DoD, other federal agencies, industry, and national laboratories.
- Ability to translate requirements and observations into clearly defined written products (briefings, reports, white papers).
- Active Secret clearance to start and ability to obtain a Top Secret clearance.
- Able to work fully onsite based on client needs.
- Master’s degree in relevant technical, scientific, or engineering fields.
- Active TS/SCI clearance.
- 5+ years of experience in military operations.
- Background in physics, nuclear, or electrical engineering.
