Job Overview
Coordinate and manage multi‑discipline architectural and engineering projects ranging from facility renovation to new wastewater treatment plant construction at The Noman M. Cole Jr. Water Recycling Facility, a 67 mgd advanced wastewater treatment plant. This role involves continuous oversight of design, construction, and warranty phases to meet stringent environmental and regulatory standards.

- Coordinate and manage multi‑discipline A/E projects for facilities renovation, maintenance, and new wastewater county projects from inception through warranty.
- Serve as liaison to review, approve, and direct mechanical, electrical, instrumentation, and HVAC tasks.
- Prepare solicitations and direct the consultant selection process.
- Function as project team leader, coordinating completion schedules with multiple contractors.
- Plan, monitor, and coordinate work performed by construction or maintenance contractors.
- Supervise professional, paraprofessional, technical, and administrative personnel assigned to the project.
- Ensure contracts and on‑site processes comply with Federal, State, and County codes.
- Develop RFPs, scopes of services, bid packages, contracts, amendments, and other documents for consultant contracting.
- Provide quality control to ensure construction meets required goals and specifications.
- Review work in progress for cost and compatibility with County standards, operational needs, and regulatory compliance.
- Ensure necessary field inspections verify compliance with applicable code requirements.
- Facilitate and conduct meetings with public groups, citizens, and stakeholders to gain support, explain issues, resolve conflicts, and communicate transparently.
- Prepare and present reports to citizen groups, boards, and commissions.
- Attend meetings and conferences as required.
- Bachelor’s degree from a four‑year institution in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management, or a related field.
- Five years of experience managing large, complex construction or maintenance projects, including at least two years managing multidisciplinary teams with multiple contractors.
- Valid driver’s license.
- Certified Construction Manager (CCM) certification by the Construction Management Association of America within 12 months of appointment.
- Certified Facility Manager (CFM) certification by the International Facility Management Association within 12 months of appointment.
- Five or more years as lead project manager responsible for design and construction of wastewater treatment plant replacement projects.
- Experience with water or wastewater mechanical, HVAC, electrical, and instrumentation control projects.
- Proficient use of CMMS (Computerized Maintenance Management System).
- Five or more years managing portfolio of complex industrial or commercial building systems replacement projects, including contract development, scope of work authoring, financial oversight, submittal approval, RFI responses, construction quality, safety performance, quality metrics, contractor selection and oversight, documentation oversight, schedule management, and risk mitigation.
- Possession of CCM certification or contractor license.
Ability to hear and respond to construction alarms and verbal warnings, lift 50–75 lbs., conduct field investigations on sanitary sewers, navigate rough terrain and ladder work up to 40 ft., produce organized documents, work in noisy and adverse weather conditions, and work with raw waste. All duties performed with or without reasonable accommodations.
