Position: Work Control Planner 4

Work Control Planner 4

Summary

Develops and/or reviews work packages including time, material, and labor estimates, written step-by-step work instructions, procedures, and/or safety and testing requirements for the implementation and control of operations, maintenance, or modification of work activities within a given facility or area. Specific planning duties may be related to mechanical, electrical, chemical and/or radiological equipment, policies, and procedures and may also include resolving work restraints and bringing work packages to final closure.

Required Qualifications

Education:

Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

Job Knowledge
  • Unique knowledge of and broad experience with unique and/or complex work control, materials management, and/or mechanical maintenance
  • Extensive knowledge and understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures in unique and/or complex facilities
  • In-depth understanding and ability to interpret various unique and/or complex mechanical and electrical documents, blueprints, drawings, and schematics
  • Ability to fully utilize and manipulate a computerized work management system in maintaining and tracking work-planning activities
  • Extensive experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on unique and/or complex problems affecting work control and planning
  • Ability to fully conceptualize and communicate major elements of work control and planning for unique and/or complex activities to both technical and non-technical personnel
  • Demonstrated exceptional skill in the preparation and presentation of work control reports
  • Extensive knowledge and understanding of the Laboratory's work control and facility policies, practices, and procedures
  • Extensive knowledge and understanding of legal requirements and environmental impacts affecting work control and planning
  • Ability to self-supervise
Key Responsibilities
  • Ensure safety and security compliance, maintain required training, and make safety and security an integral part of every task
  • Prepare, review, and issue equipment and/or system modification, corrective maintenance, and/or preventative maintenance work packages for unique and/or complex activities
  • Analyze time and material requirements and prepare detailed specifications for unique and/or complex work activities
  • Take the lead in developing step-by-step instructions for unique and/or complex work activities
  • Manage and expedite established priority of work packages
  • Prepare and/or review efficient and specific instructions for the isolation, containment, or de-energization of various unique and/or complex systems
  • Manage various functional and administrative activities including permit development, testing requirements, documentation generation, records management, and database information management
  • Foster a mutually respectful and inclusive work environment that is free from discrimination and harassment
