Position: Deputy Group Leader (R&D Manager 3)
** What You Will Do*
* The Advanced Technology Group (NEN-2) conducts research, development, training and operations in the application of passive and active nuclear measurement techniques, as well as radiography. Applications of primary interest to the group include nuclear criticality safety, nuclear weapons, nuclear emergency response programs and nuclear energy. NEN-2 conducts nuclear criticality research supporting basic science in nuclear chain-reacting systems and contributing to nuclear data validation, criticality safety validation, and performance of novel materials or reactor concepts.  

A key component of the NEN-2 mission is to teach a wide variety of personnel how to safely handle, detect, characterize, and manage nuclear materials. NEN-2 staff members conduct classes in criticality safety, nuclear materials handling methods, and nuclear instrumentation. NEN-2 works closely with NCERC Facility Operations (NCERC-FO) and Mission Support and Test Services, LLC (MSTS) at the Nevada National Security Site (NNSS) to execute unique nuclear critical and subcritical experiments at the National Criticality Experiments Research Center (NCERC).

The Deputy Group Leader (DGL) teams with the Group Leader to provide leadership and management of approximately 80 employees and students with an approximate annual budget of $50M. The DGL assists the Group Leader to coordinate the efforts of Team Leaders and Principal Investigators and provides technical direction to maintain and improve capabilities, develop programs and personnel, ensure work quality, and cost and technical effectiveness.

The DGL will foster the building of synergistic teams and collaborations, and effectively identify and deal with personnel issues. The DGL is a role model for the Group's learning safety culture and questioning attitude. The Deputy Group Leader is expected to contribute to providing effective management oversight of the Group's activities within a range of hazard categorization facilities up to Hazard Category (HAZCAT) 2 Nuclear Facility and/or a range of security category level facilities up to Category I.

The DGL must work effectively with Laboratory line, program, and facility managers in strategic planning, program development, program execution, and capability development and maintenance. The DGL must work effectively across organizational boundaries to build collaborations and ensure success of NEN-2 experiments whether at LANL or elsewhere. The DGL will serve as part of the Nuclear Engineering and Nonproliferation (NEN) Division management team, providing strategic direction and priorities for the Division.

The Deputy Group Leader is expected to secure and dedicate approximately 50% level of effort towards programmatic deliverables and milestones.

Job Requirements:

* + Demonstrated professional-level experience and scientific and technical excellence in at least one of the following areas: nuclear instruments and methods, nuclear safeguards, nuclear criticality or experimental nuclear science and engineering.

+ Demonstrated success in managing, leading, and delivering on a complex experiment, project, or program involving diverse disciplines and technologies related to one or more of NEN-2's core competencies.

+ Demonstrated acumen in leading/enabling a robust Safety Culture

+ Demonstrated leadership skills including personal integrity and accountability, effective oral and written communications, commitment to quality and excellence, institutional citizenship, and people development including mentoring, team building, and resolving conflicts among personnel.

+ Demonstrated experience in building successful collaborations across multiple organizational boundaries.

** Education/

Experience:

* Position requires a baccalaureate in a nuclear relevant science or engineering field plus 2 years of job-related nuclear experience or 6 years of relevant nuclear experience, or an equivalent combination of education and experience. Advanced degree in nuclear engineering, physics or a related discipline preferred.

** Desired

Qualifications:

* + Demonstrated experience building and developing technical capabilities and human capital within a team or group.

+ Experience in conduct of operations associated with handling nuclear materials and operating in laboratory or experimental type facilities.

+ Prior R&D experience working within compliance guidance of a HAZCAT 2 nuclear facility.

+ Demonstrated success in program/project development, including proposal preparation and presentations to program managers, sponsors, and end users.

+ Demonstrated experience in working with U.S. Government stakeholders such as the NNSA, DHS, DOW, etc. and partnering with LANL program offices.

+ Working knowledge of the nuclear weapons program and nuclear emergency response.

+ Knowledge of classification guidance in areas of the Group.

+ Active Q Clearance.
