Position: Science/Engineering Program Manager 2/3

What You Will Do

The office of Stockpile Production Management (SPM) within the Weapons Production Directorate (ALDWP) is seeking a well-qualified Science and Engineering Program Manager for the W88 Team. The position is posted as both a S&E PM-2 and S&E PM-3 depending on experience of the selected candidate. As a S&E Program Manager, you will provide program management support to the team within the LANL-Production Agency (PA) and report directly to the Project-Program Director (PPD) 5 and Sr.

Director. The selected individual(s) will be responsible for cross-site/cross-agency collaborations to ensure overall successful program execution.

As either a S&E PM-2 or
-3, you will work closely with the management team and serve as a LANL-PA interface with internal line organizations (e.g. DP, PT, FIN-WP, ALDWP-PC) and the program office to ensure a specific component or set of components are managed through the 6.x Process. The selected individual(s) will assist in defining technical program scope, in accordance with Laboratory, ALDWP, and SPM capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole.

The selected individual(s) will also work in partnership with the Principal Program Manager to support the overall scope of the assigned portfolio and adhere to reporting and documentation requirements detailed by the NNSA Federal Program Office (FPO).

The S&E PM will provide programmatic leadership, tactical planning, and coordination of the assigned portfolio, which requires multidisciplinary integration across multiple organizations. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope.

You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With direction from the Principal Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.

Lastly, you will assist in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the assigned component(s) of the assigned program portfolio within the Production Agency.

  • Working knowledge of and experience in program management of scientific or engineering scope, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Working knowledge of the science or engineering discipline of the assigned portfolio(s).
  • Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
  • Experience in developing and nurturing effective customer relationships.
  • Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
  • Excellent oral and written communication and presentation skills.
  • Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.
  • Ability to obtain a DOE Q clearance.
S&E PM-2 Education

Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Minimum Requirements
  • Advanced knowledge of and successfully demonstrated experience in all aspects of program management of scientific or engineering scope, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
