Job Title: Project Manager Drilling
Job Summary: Project Manager – Drilling will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
Supervisory Responsibilities:
- Assists with interviews, hires, and training new staff.
- Oversees the daily workflow of the department.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.
Duties/Responsibilities:
- Develops, coordinates and reviews preparedness documents, reports and other submittals to confirm the content meets project requirements within schedule and budget.
- Confirms that the procedures and processes being implemented follow technical and regulatory requirements.
- Tracks project cost, schedule, and variance with assistance from the Project Management Office and the Drilling Control Account Manager and Drilling Subcontract Technical Representative.
- Interacts with and supports the client to provide expedient communication of project details.
- Coordinate with internal, subcontractor, and client personnel to discuss technical operations and issues.
- Manage drilling and well rehabilitation subcontractors to minimize costs and meet schedule.
- Communicate with and maintain positive relationships with client.
- Adhere to Consent Order requirements for Drilling and Groundwater Program.
- Develop and review drilling and well rehabilitation scopes of work, request for proposals, subcontractor bids, and contracts in support of procurement.
- Responsible for developing, reviewing, revising, and confirming that procedures comply with environmental, safety, health, quality, and technical requirements.
- Other duties as assigned.
Required Skills/Abilities:
- Skill and ability to perform complex professional tasks independently with little instruction.
- Ability to use independent judgment and ingenuity while adhering to established policies and procedures.
- Ability to communicate effectively at the highest levels.
- Excellent language, mathematical, computer, communication, and reasoning skills necessary to perform essential functions of the job.
- Broad applied knowledge of principles, concepts, and techniques in the field of environment, safety, and health.
- Ability to contribute functional expertise to business proposal initiatives.
- Ability to develop and lead large-sized projects, including defining scope, objectives and methods.
- Ability to train and mentor junior staff.
- Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.
- Ability to work in a team-oriented project environment.
- Familiarity with the LANL site and work environment preferred including other DOE environmental sites.
- Familiarity with EVMS and P6 systems preferred.
- PMP certification or training preferred.
Education and Experience:
- Bachelor’s degree in Environmental Management, Environmental Science, Engineering or related field; however, a combination of education and/or relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
- At least 10 years’ experience related to drilling/pump/environmental project management. The career level of the position will be determined by the years of relevant experience, knowledge, skills, and abilities after a candidate has been chosen.
- Water well drilling and pump experience is preferred.
- Sufficient practical knowledge of environmental sciences to understand and utilize scientific data.
- A Pre-employment drug screen in compliance with state regulations is required.
