Position: Analytics, Intelligence & Technology Division Leader (R&D Manager 6)

What You Will Do

This position is open for both internal and external candidates to apply.

The Analytics, Intelligence, and Technology (A) Division Leader reports to the Associate Laboratory Director for Global Security and is responsible for personnel management, strategic planning, and operational oversight of the division's five distinct groups totaling more than 200 people and $120M in annual budget. A-Division's overall mission is to assess, prepare for and respond to potentially catastrophic nuclear, chemical, biological, cyber, natural and emerging technological threats.

The Division comprises five groups. The Computational Intelligence & Modeling Group (A-1) uses science-based analysis tools and systems modeling to inform decision making on complex threat scenarios (e.g., terrorist WMD threats, hurricane effects, infectious disease outbreaks). The Intelligence & Systems Analysis Group (A-2) performs all-source analysis on issues related to nuclear weapons and material protection. The Technology Applications Group (A-3) uses engineering and scientific expertise to support nuclear counter proliferation, counter terrorism, and emergency response missions.

The Advanced Research in Cyber Systems Group (A-4) is a national leader in information security and networking science and uses novel practical solutions to predict and solve critical problems in the cyber domain. The Complex Response Solutions Group (A-5) provides tools, technologies, training and emergency response in support of the Nuclear Emergency Support Team, the Accident Response Group and associated government organizations.

The successful candidate will have a record of effective management, accomplishments, and programmatic delivery that includes commitment to technical and operational excellence. They will develop and maintain "trusted advisor" relationships with customers and will communicate customer needs to the broader Laboratory community. The successful leader will create an environment that is conducive to innovation and mission delivery-an environment that promotes scientific, engineering, and analytic excellence and attracts, develops, and retains talented staff.

They will build effective collaborations and seek additional opportunities to apply A Division capability to solve national security challenges. Finally, they will continue to strengthen the division's culture and ensure that all applicable safety, security, and administrative policies and procedures are appropriately implemented.

What You Need Minimum

Job Requirements
  • Experience leading and managing the portfolio, budget, and facilities of a complex technical organization having sensitive projects topically aligned with the mission of at least one of A Division's groups.
  • Experience in workforce development, including recruitment, retention, promotion, and mentoring.
  • Demonstrated behaviors that promote a productive, inclusive, and respectful workplace.
  • Ability to obtain Q and SCI clearance.
Strategy and Program Development or Execution
  • Experience in strategic planning.
  • Experience in fostering organizational capabilities, overcoming challenges, and achieving strategic goals.
  • Experience in representing programs internally and externally (e.g., to sponsors, stakeholders, and/or to review boards).
  • Experience in program development or execution with DOE, NNSA, DoD, DHS, or the IC.
  • Successful collaboration across organizational boundaries, such as collaboration between science and national security focused organizations.
Collaboration and Communication
  • Excellent communication skills, including ability to accurately summarize technical topics for staff, sponsors, and stakeholders-each with varying levels of technical expertise.
  • Demonstrated ability to grow internal and external collaborative relationships, emphasize teamwork, and build consensus when appropriate.

Experience:
