About the Role

We are recruiting on behalf of Los Alamos National Laboratory (LANL) for a Technical Project Manager (TPM) 4. This role is responsible for managing and ensuring the timely completion of discrete technical project scope, including managing technical requirements; defining and overseeing project deliverables, budgets, schedules, and risks; and supporting and, in most cases, leading the project team in planning, tracking, and executing scope from initiation through turnover.

The TPM 4 manages project-related activities in alignment with the Triad prime contract and customer National Nuclear Security Administration (NNSA) requirements. Activities are organized into control accounts and subsequent work packages, which define the tasks necessary to satisfy programmatic needs. The TPM 4 reports to the Project Program Director and is responsible for day-to-day administrative and operational management within an assigned program area.

All scope managed by the TPM 4 is performed within a DOE Hazard Category 2, Security Classification 1 facility; prior nuclear experience is therefore required.

Key Responsibilities
  • Manage technical requirements and define and oversee project deliverables, budgets, schedules, and risks across the project life cycle.
  • Lead and support the project team in planning, tracking, and executing scope from initiation through turnover.
  • Organize project activities into control accounts and work packages that define the tasks necessary to satisfy programmatic needs.
  • Develop, implement, and evaluate policies, procedures, and standards; determine program service levels and enhancements.
  • Assist in the development and monitoring of program budgets.
  • Provide technical guidance to project teams, support departments, and matrixed resources.
Required Education & Experience

Requires a bachelor’s degree plus a minimum of twelve years of related DOE nuclear experience, or an equivalent combination of education and experience.

Top Skills & Requirements
  • Prior experience with D&D, construction, testing, and turnover in a nuclear environment.
  • Earned Value Management Systems (EVMS) and Control Account Manager experience.
  • Experience working under DOE O 413.3B requirements, particularly with Critical Decisions (CDs) and participation in associated review processes such as the Technical Independent Project Review (TIPR), Independent Cost Estimate (ICE), External Independent Review (EIR), and Annual Project Review (APR).
  • Experience managing project activities in a DOE, NRC, or NNSA Hazard Category 2 type facility (required — lack of this experience is a disqualifier).
Security Clearance

A DOE “Q” clearance is required for this position. The clearance may be obtained after hire; candidates are not required to hold an active clearance at the time of application. This role requires A-Level access and work within a secure area involving confidential information.

Preferred Qualifications
  • EVMS Humphreys & Associates certification and Control Account Manager (or equivalent) certification.
  • Experience with work control, hazard management, radiological or operational activities, and quality assurance in a nuclear environment.
  • Experience resolving complex technical and regulatory issues such as Commercial Grade Dedication and Issues Management within an NQA-1 program.
Duration

Up to 5 years, with the possibility of extension or conversion.

Work Schedule

4-10s, adjusted to align with the field install work schedule. On-call and overtime as needed.

Location

Remote, working from Duty Station, and/or on-site at LANL acceptable.

Travel

Travel may be required as needed, based on work location and project assignment.
