Supports software applications and systems by investigating, designing, documenting and implementing software solutions. Works with customers, product owners and end users to understand business needs. Develops concepts for information system solutions and evaluates the cost effectiveness of those concepts. • Safety and security are a primary responsibility for all Laboratory employees. • Devise logic procedures, flowcharts, and coding to design, develop, analyze, modify, test, debug and evaluates software to meet functional requirements for functional areas.
• Develops conversion, system integration and system implementation plans.
• Gathers reporting requirements and recommends and implements solutions.
• Prepares and obtains approval of system and programming documentation.
• Arranges, prepares and conducts meetings, workshops and presentations as required.
• Provides training and support for end-user customers in PA and in other Laboratory functions as required. Trains users in conversion and implementation of system.
• Adheres to Laboratory and IST policies and programs concerning the Laboratory's information systems.
• Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting information system policies or programs; recommends changes in development, maintenance, and system standards.
• Utilizes formal Agile and Scrum project management methodologies; gathers customer requirements; performs risk management functions; performs capacity and availability planning for computing infrastructure; performs effective communication both, verbal and written, at all levels.
• Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.

• Knowledge of software development methodologies, tools and processes, including software development methodology framework source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
• Knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
• Knowledge of hardware and software integration and testing. Ability to partner with customers.
• Ability to review and understand end-to-end work processes.
• Ability to translate technical terms to layperson's terms and present them to non-technical audiences.
