Position Summary

Orbital PM is seeking senior Solutions Architects at the Level 4 classification to serve as principal architects for enterprise project controls and data management systems at a DOE national laboratory. This position supports the PA-IT organization and focuses on Oracle Primavera P6 EPPM, Oracle Web Logic, Oracle Project Integration Framework (PIF), and SQL/Oracle database environments. The work schedule is hybrid with on-site visits for key meetings, stakeholder engagements, and system onboarding activities.

No active clearance is required; however, candidates must be eligible to obtain a Q clearance.

Key Responsibilities

• Serve as principal architect for Oracle Primavera P6 EPPM, Oracle Web Logic, and Oracle Project Integration Framework (PIF) implementations.
• Determine laboratory-wide IT requirements and incorporate them into commercial-off-the-shelf or internally developed solutions.
• Architect, implement, and maintain Oracle and Microsoft SQL Server database environments supporting project controls applications.
• Lead complex IT projects from inception through implementation including project management, documentation, user training, and system administration handoff.
• Research and evaluate technical solutions for complex problems spanning data management, application delivery, security, and integration.
• Provide architectural direction for enterprise web application delivery using Oracle Web Logic infrastructure.
• Maintain environments that support integration of project controls functions including estimating, scheduling, and cost management.
• Integrate strategic business objectives into system designs to ensure long-term sustainability and alignment with Laboratory program needs.
• Adhere to Laboratory safety, security, and compliance requirements in all tasks.

Required Qualifications

• Expert-level knowledge of Oracle Primavera P6 EPPM, including implementation, administration, and integration.
• Expert-level knowledge of Oracle Project Integration Framework (PIF).
• Strong knowledge of Oracle Web Logic for enterprise web application deployment and administration.
• Expert proficiency with SQL Server (T-SQL) and Oracle RDBMS (PL/SQL) implementation, administration, and maintenance.
• Demonstrated experience managing and maintaining project controls tool integration environments (estimating, scheduling, cost management).
• Excellent written and oral communication skills; proven organizational and project management capabilities.
• Team-building experience with technical teams in complex IT environments.
• A-Level access required; candidate must meet background investigation requirements.

Education & Experience

Position requires a Bachelor's degree in Computer Science, Information Technology, or a related field plus 12 years of directly related experience in solutions architecture or enterprise IT systems. Post-graduate coursework, Oracle certifications, or equivalent professional credentials may be expected. An equivalent combination of education and directly related experience will be considered.

Schedule: Full-time; hybrid schedule with regular on-site presence in Los Alamos, NM for key meetings and onboarding

- Los Alamos, NM (Tech Area 00); travel on-site multiple times per year plus initial onboarding period

Travel: Periodic on-site travel required for meetings, onboarding, and project milestones

Security & Clearance

No active clearance required for this posting; however, the individual selected must be able to obtain a Q clearance. A-Level access is required and will be processed through the Laboratory's badging program. U.S. citizenship is required.
