The Procedures, Training and Development Division (PTD) is seeking a highly skilled Training Program Specialist 3 to directly support training programs within the Associate Laboratory Directorate of Infrastructure and Capital Projects (ALDICP). The primary core tasks of the position will support applicable nuclear facility programs with formal qualification and certification of personnel performing work for Associate Laboratory Directorate for Plutonium Infrastructure (ALDPI) and Associate Laboratory Directorate for Weapons Production (ALDWP) customers.

The Training Program Specialist develops, implements, and evaluates technical and non-technical training programs that support Laboratory operations and compliance requirements. This role works closely with customers, stakeholders, and regulatory agencies to ensure training programs meet organizational needs, contractual obligations, and regulatory requirements.

The successful candidate will independently manage complex training projects, develop qualification and certification programs, assess training effectiveness, and provide expertise in the Training and Qualification Safety Management Program (T&Q SMP).

** Key Responsibilities*
* + Ensure safety and security are integrated into all work activities and comply with Laboratory requirements.

+ Design, develop, implement, and evaluate training programs using the Systematic Approach to Training (SAT).

+ Collaborate with customers, stakeholders, and regulators to identify and meet training requirements.

+ Develop and maintain qualification and certification programs.

+ Create and manage training project plans and schedules.

+ Evaluate training effectiveness and recommend improvements.

+ Represent the Laboratory's training programs during audits, reviews, and interactions with regulators.

+ Develop and maintain training policies, procedures, templates, and supporting tools.

+ Research industry best practices and regulatory changes and recommend program improvements.

+ Promote an inclusive, respectful, and professional work environment.

** What You Need*
* ** Knowledge and Expertise:*
* + Experience in applying a Systematic Approach to Training (SAT) with accuracy, completeness and in combination with document control processes and/or developing training both small/large-scale training programs in a systematic fashion.

+ Experience applying learning theory and performance-based training techniques.

** Performance:*
* + Experience gathering requirements, performing analysis, developing individual training products, implementing training and evaluating outcomes for continuous improvement.

+ Ability to utilize a learning management system to effectively implement training programs.

+ Thorough documentation skills.

+ Demonstrated ability to handle multiple competing priorities in a complex, fast-paced operational environment.

** Accountability:*
* + Experience working with confidential or proprietary information, classified documents or sensitive information, including PII training records.

+ Understanding of safety and security requirements to individual responsibility and as applicable to training activities.

** Communication and Customer Service:*
* + Demonstrated skill with interpersonal, written and verbal communications.

+ Ability to transfer knowledge effectively to both technical and non-technical personnel.

+ Experience in providing customer service.

** Education/

Experience:

** Position requires a Bachelor's Degree and 6 years of related experience, or an equivalent combination of education and experience directly related to the occupation.

** Desired

Qualifications:

* + TSQP qualified, or ability to become qualified.

+ Familiarity with ALDWP facility operations or nuclear facility and/or manufacturing operations, in general.

+ Expertise in nuclear facility-related subject matter areas (e.g., radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, & maintenance).

+ Experience as an AP-01000 Preparer for training documents and/or familiar with formal preparation of documents and document control.

+ An active DOE Q-level clearance.
