Summary

This position serves as the Administrative Officer for the Logistics Service in the VA Greater Los Angeles Healthcare System and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Logistics Service programs and activities across the full jurisdiction of the health care system.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement – 03/20/2026. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS‑9 position you must have served 52 weeks at the GS‑7. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade as required by the announcement.

In such an instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.

Applicants who are former Federal employees applying for reinstatement, current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment, or who qualify based on experience and/or education as described below are also eligible:

  • Specialized

    Experience:

    One year of specialized experience equivalent to at least the next lower grade GS‑7 in the normal line of progression for the occupation in the organization. Examples include developing and implementing local policies, defining administrative requirements, monitoring administrative activities, providing substantive liaison or point person for communications with persons and/or groups, recommending program improvements, overseeing staff support work in short and long range planning efforts, establishing administrative controls to ensure remedial actions are completed and proposed.
  • Education: A master’s or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. (if related). Applicants may substitute education for required experience.
  • Combination: Applicants may combine education and experience to qualify at this level. A combination of specialized experience and education is required for those who do not meet the full experience or full education thresholds.

You will be rated on the following competencies for this position:
Administration and Management, Attention to Detail, Communications, Customer Service, Problem Solving. Experience (paid, unpaid, or volunteer) is considered if it meets the required duration. You may receive credit for qualifying volunteer experience in national service programs or other organizations.

Note:

A full year of work is considered to be 35‑40 hours per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.

Duties
  • Oversees all aspects of human resources functions, including position descriptions, recruitment, employee/labor relations, training and other related activities.
  • Prepares, edits, and archives all official correspondence requiring signature or approval.
  • Provides expert advice on procurement issues.
  • Monitors performance, suspense actions and ensures issues are resolved.
  • Manages budget formulation and execution for a changing budget of administrative expenses.
  • Develops and keeps all position descriptions and organizational charts current.
  • Interprets administrative policies, developing local policies, defining administrative requirements, and/or providing advice.
  • Work Schedule:

    Full time, tour of duty Monday‑Friday 8:00 a.m. – 4:30 p.m.; compressed/flexible schedule not available; no telework or virtual work – this is not a virtual position.
