Operations Manager

OAR I – Project Execution About the RolePADCOM Design & Construction Management Services is seeking qualified OAR I (Owner’s Authorized Representative I) professionals to support the Los Angeles Unified School District’s Facilities Services Division. This role is responsible for managing and coordinating all phases of assigned construction projects, from pre‑construction through close‑out, ensuring projects are delivered in compliance with District standards, schedules, and budgets.
OAR I staff serve as the District’s on‑site representatives, working closely with contractors, designers, public agencies, and internal stakeholders to deliver complex capital improvement projects.
Key ResponsibilitiesManage, oversee, and coordinate all phases of assigned projects, including pre‑construction, bid/award, construction, and close‑out.
Review pre‑construction documents and provide comments to design teams as needed.
Plan, organize, and prepare status and progress reports for District management.
Coordinate with public agencies and internal District staff to ensure compliance with off‑site work requirements.
Manage project budgets and schedules; monitor monthly expenditures to ensure accuracy and alignment with project progress.
Oversee daily contractor activities; review construction schedules and submittals.
Coordinate responses to contractor inquiries through Requests for Clarifications (RFCs) and related documents.
Review substitution submittals to confirm compliance with specifications and District requirements.
Review and negotiate contractor change order proposals to achieve fair and reasonable pricing; evaluate schedule impacts.
Monitor and process payments for contractors, architects, engineers, and other project participants.
Administer Professional Service Agreements between architects and the District.
Coordinate District delivery of fixtures, furniture, and equipment (FF&E).
Manage project close‑out activities, including Division of the State Architect (DSA) certification and financial close‑out.
Perform other related duties as assigned.
Minimum Qualifications EducationCandidates may meet the education requirement through one of the following
:
- Bachelor’s degree from an accredited college or university in Architecture, Engineering, or Construction Management
. - Bachelor’s degree from an accredited college or university with the ability to obtain a Certified Construction Manager (CCM) credential within one year of employment.
- Possession of a valid Certified Construction Manager (CCM) credential.
Minimum 10 years of full‑time professional experience in construction and/or project and construction management for commercial, public, or educational facilities.
At least 3 years of this experience must include full responsibility for coordinating complex projects with construction values exceeding $10 million
.
Design‑Build delivery experience.
Experience with
LEED and/or CHPS certified projects.
Familiarity with Division of the State Architect (DSA) design and construction processes.
Knowledge of construction safety practices and OSHA safety regulations (OSHA 30 minimum).
California Architect or Professional Engineer license preferred.
Skills & KnowledgeStrong project management and coordination skills.
Ability to manage budgets, schedules, and contractor performance.
Excellent written and verbal communication skills.
Ability to interpret construction documents, specifications, and contracts.
Strong negotiation and problem‑solving abilities.
Proven ability to manage multiple projects simultaneously.
Salary & BenefitsSalary Range: Competitive, commensurate with experience and qualifications.
Schedule: Full‑Time, Monday–Friday; additional hours may be required based on project demands.
