Job Description

Hill International is seeking a Safety Manager in Los Angeles, California.

Responsibilities
  • This position will be assigned to the Seaside Region (WLAC, LAHC, and LASC) but is a District‑Wide position.
  • Perform management oversight of construction activity on behalf of the client, report on contractor regulatory and contract safety compliance on multiple project sites.
  • Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by Build

    LACCD.
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Support the Program Safety Manager, including but not limited to attending required meetings and providing safety reports or analysis as requested.
  • Attend construction meetings with college project team and general contractor.
  • Lead the safety topic (toolbox), report on site observations (Observation Report) and review upcoming construction schedule for hazard preparedness.
  • Perform ongoing construction site safety inspections and generate daily safety reports for all site visits.
  • Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
  • Perform ongoing review, for completeness and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high‑risk operations.
  • Review contractor submitted incident reports, participate in safety stand‑downs, and prepare and submit lessons learned to Program Safety Manager.
  • Perform and document safety orientation with contractor safety representative.
  • Monitor adherence to zero‑tolerance and corrective action policy for workers found non‑compliant with the Program’s safety policy.
  • Maintain flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area.
  • Work in a fast‑paced environment, establish daily work priorities, and perform oversight at multiple active construction projects.
  • Exhibit good written and oral communication skills.
Qualifications
  • 10 years of commercial construction experience in the US with a General Contractor.
  • 5 years of experience in California with a Contractor or major subcontractor.
  • 2 years of experience in construction of educational projects in a campus environment.
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • All certificates and credentials must be active and current.
  • Include a current copy of all certifications in resume package.
  • Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP).
  • Current First Aid/CPR/AED certification.
  • Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead‑based paint.
  • Strong experience working with senior management and field teams on large building programs across multiple sites.
  • Experience participating in scheduled construction meetings with contractors and project managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Ability to effectively communicate with Owner’s Construction Management staff and Contractor’s Site Management Team.
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner’s requirements.
  • Proficiency with Microsoft Office, Adobe Acrobat and other basic software programs used in construction.
  • Construction management, safety management, safety engineering or related degree preferred.
