The Construction Safety Representative (CSR) is the dedicated, full-time, on-site safety authority responsible for administering, enforcing, and maintaining all OCIP and Program Health, Safety & Environmental (HSE) requirements.
This position has sole responsibility for job site safety oversight and must be physically present on-site during all construction activities, including off-hours and weekend work. Construction activities shall not proceed unless the CSR is present on-site.
The CSR ensures compliance with Cal/OSHA, Federal OSHA, ANSI Z10, NFPA 241, California Labor Code, and all applicable District safety requirements.
Site Safety Leadership & Oversight- Serve as the full-time, dedicated on-site safety representative with no additional project roles
- Administer and enforce OCIP/Program safety requirements
- Monitor contractor and subcontractor compliance with all safety regulations
- Enforce 100% Fall Protection Policy and all PPE requirements
- Ensure implementation of safe work practices across all trades
- Stop work when imminent danger conditions exist
- Develop and implement the Project Health, Safety & Environmental Plan (PHSEP) compliant with ANSI Z10
- Prepare and continuously update Job Hazard Analyses (JHA) as site conditions change
- Conduct daily task-specific safety plan reviews (Form CPS-0440 or equivalent). Maintain a written inspection program documenting:
- Dedicated safety inspections
- Identified non-compliances
- Corrective action measures
- Ensure all required Cal/OSHA postings, logs, and documentation are maintained on-site
- Maintain safety training records and equipment inspection logs
- Immediately report serious injuries, illnesses, hazardous exposures, or regulatory inspections
- Secure incident scenes and halt affected work activities until authorized
- Lead in-depth incident investigations and root cause analysis
- Submit required incident documentation within mandated timelines-
- Coordinate with CPT PM, CPD, RSM, and regulatory agencies
- Ensure compliance with:
- Cal/OSHA and Federal OSHA regulations
- NFPA 241 Fire Prevention requirements
- ANSI Z10 standards
- California Labor Code IIPP requirements
- Confirm subcontractor OCIP enrollment prior to site orientation
- Ensure EMR and TRIR requirements are maintained within program thresholds
- Monitor contractor safety metrics and performance trends
- Conduct comprehensive, site-specific safety orientations prior to mobilization
- Ensure all workers complete project-specific safety orientation before site access
- Facilitate weekly safety meetings and submit reports within 24 hours
- Submit Monthly Project Safety Performance Summary reports
- Attend weekly and/or bi-weekly Build
LACCD safety coordination meetings - Ensure mobile equipment operators are properly trained and certified
- Conduct interactive safety planning meetings with sub-trades prior to mobilization and coordinate safe work sequencing among multiple trades
- Verify hazard communication programs and SDS documentation
- Ensure confined space, excavation, hot work, crane, and heavy equipment plans meet regulatory standards
- Minimum five (5) years of recent construction safety experience
- Experience on public-sector, campus, or OCIP-controlled projects strongly preferred
- Required certification:
- CHST (Certified Health and Safety Technician – BCSP)
- OR
- CSM-C (Certified Safety Manager-Construction – NASP)
- Current First Aid certification (OSHA-recognized provider)
- Current CPR certification (OSHA-recognized provider)
- Relevant construction safety certifications applicable to scope (e.g., excavation/trenching, confined space, fall protection, scaffold, HAZWOPER, PPE, etc.)
- Strong working knowledge of Cal/OSHA and Federal OSHA regulations
- Demonstrated experience managing JHAs, safety documentation, and incident investigations
- No serious or willful OSHA violations within the past five (5) years
- Experience operating under EMR ≤ 1.24 and maintaining TRIR aligned with industry benchmarks preferred
