Position OverviewAvsar Construction Development, Inc. is seeking an experienced Project Development Manager to oversee the planning, design, and pre-construction phases of large-scale capital improvement projects. The ideal candidate will have extensive experience managing multiple projects simultaneously while ensuring successful delivery within scope, schedule, and budget.
This role requires exceptional leadership, technical expertise, and the ability to collaborate with multidisciplinary teams, consultants, public agencies, and stakeholders throughout the project lifecycle.
Key Responsibilities- Lead and coordinate planning and pre-construction activities for new construction and modernization projects.
- Manage multiple capital projects, ensuring successful execution within established scope, budget, and schedule.
- Resolve complex planning, design, and construction-related issues and facilitate effective project decision-making.
- Provide leadership, direction, and performance oversight to project management and design staff.
- Monitor project budgets, schedules, risks, and overall progress while preparing reports and recommendations for leadership.
- Review project development milestones and ensure timely completion of planning and design deliverables.
- Coordinate with utility providers, regulatory agencies, and other external stakeholders to support project approvals and implementation.
- Support consultant procurement, contract development, bid planning, and contract administration activities.
- Review consultant contract scopes, fees, payment applications, and overall project financial performance.
- Oversee project scheduling, cost control, quality assurance, dispute resolution, and risk management.
- Coordinate activities across multiple internal departments and external partners to maintain project alignment.
- Develop and recommend process improvements, policies, and best practices.
- Perform other duties as assigned.
- Bachelor's degree in Architecture, Engineering, Construction Management, or a related field from an accredited college or university.
- Minimum 10 years of experience managing the planning, design, construction, and coordination of capital improvement projects.
- Demonstrated experience managing multiple complex projects simultaneously.
- Strong leadership, organizational, communication, and problem-solving skills.
- Experience planning and scoping new construction and modernization projects.
- Experience with sustainable building programs such as LEED and/or Collaborative for High Performing Schools (CHPS).
- Experience with entitlement processes, environmental review, and coordination with government agencies.
- Knowledge of public-sector project delivery and procurement methods.
- Experience facilitating stakeholder and community engagement.
- Experience with Formal Construction Partnering.
- California Licensed Architect or Professional Engineer license.
- LEED Professional Accreditation.
