HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project, a critical roadway, streets, and thoroughfares improvement around Los Angeles International Airport (LAX). The project spans design, preconstruction, and construction phases, supporting infrastructure transformation ahead of the 2028 Olympics.

The Construction Field Engineer – Roadway / Structures supports roadway, utilities, and structural construction oversight. Responsibilities include contract administration, construction engineering, coordination with contractors, stakeholders (LAWA, Caltrans, City of LA Departments), utilities, and third parties, ensuring compliance with project plans and specifications, maintaining documentation, and supporting quality assurance and safety protocols on site.

Key Responsibilities
  • Coordinate and support daily field inspections with LAWA and City of LA to verify construction activities follow approved plans, specifications, and regulatory requirements.
  • Verify contractor operations related to structural components, including cast-in-place concrete, structural steel, falsework/temporary works, precast elements, post-tensioning, and CIDH pile construction.
  • Prepare and maintain checklists for structures inspections, field material sampling and testing, and source inspections in accordance with project plans, specifications, and contract documents.
  • Assist LAWA and City of LA in verifying that materials, methods, and workmanship conform to contract documents, Caltrans Standard Specifications, and the Caltrans Bridge Construction Records and Procedures manual.
  • Maintain project records: conformed set of plans and specifications, daily reports, quantity calculations, photos, punch lists, and as-built documentation.
  • Review and process submittals, RFIs, Field Directives, task orders, change notices, and change orders.
  • Prepare and support LAWA’s Area Shutdown Request (ASR), Utility Shutdown Request (USR), LAWA Impact request (LIR), and Caltrans lane closure requests.
  • Monitor contractor progress, participate in schedule reviews, and coordinate look-ahead activities.
  • Support enforcement of jobsite safety, traffic control, environmental/MMRP compliance, and SWPPP requirements.
  • Monitor temporary structures operations for conformance with approved falsework plans, erection plans, and temporary shoring works.
  • Develop 4‑scale drawings, grade/elevation sheets for CIP Post‑Tension Box Girder Bridge elements, verifying grades in the field using basic surveying principles and tools.
  • Coordinate materials sampling and testing with LAWA Labs, LA BCA, Caltrans METS, or other QA entities.
  • Communicate with LAWA, Resident Engineer, Structures Representative, contractor personnel, and agency stakeholders to resolve field issues.
  • Assist with punch lists, closeout documentation, and final reports for structural work.
  • Be flexible to work days, nights, or weekends in heavy construction at elevated heights, if needed.
Preferred Qualifications

• Minimum 4 years’ degree in Civil Engineering, Architecture, Construction Management, or a related field.

• PE License in the State of California is preferred.

• Minimum of 5 years of relevant construction inspection and management experience on similar highway, bridge, retaining wall, sound wall, barrier, drainage, sign, and other structural projects.

• Knowledge of construction practices, physical characteristics, and properties of highway and bridge construction inspection, and approved methods and equipment for physical inspections.

• Ability to perform calculations such as grade, deflection, stress, and alignment, and evaluate temporary structural elements.

• Ability to review falsework plans, shoring plans, demolition plans, concrete mix designs, and other submittals.

Required Qualifications
  • Bachelor’s degree in Engineering, Construction Technology, or equivalent education and experience.
  • Minimum of 5 years progressive construction experience on multidisciplinary projects.
  • Fundamental understanding of contracts and familiarity with codes and laws governing construction.
  • Ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts.
  • Team‑oriented work style.
  • Computer literacy:
    Microsoft Office, Primavera, or related construction packages.
  • Excellent verbal and written communication skills.
  • Commitment to employee‑owned culture participation.
